Head of Corporate Architecture Management Department, Information Technology Directorate (Bishkek Office)

OFFICIAL RESPONSIBILITIES: 

• Designing the target IT architecture (application software / data / technologies / IT standards) and keeping it up to date in accordance with the business development strategy and IT strategy of the Company;
• Coordination of changes in the target IT architecture (application software / data / technology / IT standards) and keeping it up to date;
• Compliance analysis of the IT architecture (application software / data / technologies / IT standards) performed in specific areas of the technological process, develop the optimization recommendations for the information system elements;
• Self-assessment of the maturity of IT architecture (application software / data / technologies / IT standards) management processes of the Company;
• Architectural control of changes in IT architecture (application software / data / technologies / IT standards), including IT architecture documentation of the Company;
• Implementation of recommendations of external and internal IT audit in terms of IT architecture management processes (application software / data / technologies / IT standards);
• Comparative analysis and selection of critical information systems, technologies of the Company on behalf of the head;
• Calculation of the total cost of ownership of information systems for certain years, Basic IT architectural solutions (application software / hardware / technology);
• Carrying out pilots to choose information systems (with the uncertainty of the explicit choice of information systems);
• Interacting with heads of IT projects, developers, customers in terms of control and development of architectural solutions.
• Organizing interaction with the departments of the Company.

MINIMUM REQUIREMENTS:

• Education: higher technical education in the Information Technologies / Applied Mathematics and Computer Science sphere;
• Experience:

– in the field of information systems at least 5 years (experience in mining companies will be an advantage);

– in managerial positions in the field of information technology, at least 3 years;

– in information technology designing (software, infrastructure) for at least 3 years;

– in IT project / task management as a team leader / IT project manager / Solution Architect / Lead developer for at least 3 years;

– in Business architecture modelling (models, business processes), IT architecture (applications, data, technologies) using CASE tools;

– in management of projects, programs and portfolios of IT projects in accordance with the best practices (PRINCE2, ANSI PMI);

– in developing architectural principles, architectural standards and patterns, architectural representations, architectural models and processes in accordance with the best practices, reference architectures and industry standards (TOGAF, PEAF, ZACHMAN);

– data migration, OS, DBMS, applications;

– cloud technologies (IaaS, PaaS, SaaS);

– ITSM systems (in particular change management, capacity management, configuration management and CMDB);

– ITAM systems (asset management – licenses, equipment and their cost);

• Special skills and knowledge:

– best practices in information technology and project management (COBIT, ITIL, TOGAF, CMMI, AGILE, PMBOK, PRINCE2);

– general understanding of standards and approaches of the information systems designing (object – oriented – Unified Process, Extreme Programming, Agile Modeling; structural – SADT, DFD, BPMN, ERD, flowcharts, EPC);

– general principles of building database management systems and relational links;

– ANSI SQL, PL / SQL languages;

– high communication skills;

– organization of architectural audit of business systems, hardware and technology;

– general principles of building database management systems and relational links;

– at least 3 business domains / capabilities (finance, IT, logistics, mining – will be an advantage, metallurgy);

• Knowledge of languages:

– Russian – fluent;

– Kyrgyz – desirable;

– English -Upper Intermediate or Advanced level.

WORKING CONDITIONS:

• Workplace: Kyrgyz Republic, Bishkek;
• Official employment in accordance with the Labor Code of the Kyrgyz Republic;
