REPAIR OF A FLOTATION TAILINGS THICKENER

The “Kumtor Gold Company” CJSC, located at 24/1 Ibraimov Street, Bishkek, invites all potential bidders that meet the requirements of the tender documentation to submit a bid/proposal for the repair of a flotation tailings thickener.

The purchase is carried out by the method with unlimited participation, a two-package, one-stage method of all.

Bidders must submit their bids electronically by filling out the appropriate forms and attaching the required documentation no later than 15:00 (Bishkek time) on May 29, 2026 (deadline for submission of bids).

The tender bid shall be submitted together with the tender bid bond guarantee in the form of a declaration guaranteeing the tender bid.

The tender bid shall be valid for 60 calendar days. For further information or clarification of the tender documents, a request should be sent to Zhyldyzkan.Satybekova@kumtor.kg mail no  later than 12:00 p.m. on 26 May 2026, 3 working days before the deadline for submission of tender bids.

Submission format: The tender bid and other documents shall be signed by the person authorized to sign the bid and the obligations under the contract. The authority of the signatory must be confirmed by the power of attorney or certified copies of the relevant documents. Documents must be sealed and submitted in PDF format.

Before preparing a tender bid, the participant must familiarize himself with the Instructions for the preparation of a tender bid (for suppliers) (Appendix 1)

The tender is held in two stages and for each stage it is necessary to draw up two separate letters.

Qualification documents and a financial proposal must be submitted at the same time, but in different letters:

The first letter (for the first stage) is submitted with documents confirming the qualification and technical part. In the subject, indicate “Qualification documents.

The second letter (for the second stage) is submitted with a financial proposal. In the subject, indicate “Financial proposal.”

Stage 1: Qualification and technical part

The Terms of Reference are attached (Appendix 8)
The proposal for participation must contain the following documents: Letter confirming interest in participating in the tender, the application form is attached (Appendix 2)
Scanned copy of the certificate of registration of the legal entity
A scanned copy of the document defining the main activity (Charter), as well as a scanned copy of the decision on appointment as a head.
Certificate of absence of arrears on tax payments and insurance premiums to state authorities as of the last reporting date (for residents of the Kyrgyz Republic)
For residents of the Kyrgyz Republic:

Scanned copies of the original 2024-2025 financial statements:

·      Balance sheet.

·      Profit and loss statement.

·      Cash flow statement.

·      Statement of changes in equity.

·      Or the Single Tax Return for 2024-2025.

For non-residents: in addition to the above list Document confirming financial stability for 2023–2025
Declaration of Good Faith, application form attached (Appendix 3)
Declaration guaranteeing the tender bid, the form is attached (Appendix 4)
Information about employees with a description of their previous work experience. The form is attached (Appendix 5)
The participant must be a legal entity and have a proven track record of repairing a flotation tailings thickener.
  1. The Contractor is obliged to provide certified welders and installers with experience in cutting and welding in tanks, as well as specialists in the assembly of technological equipment.
  2. The Contractor performs work using his own tools, installation equipment, PPE, as well as measuring tools. (The customer only provides the equipment necessary for sandblasting and polyurethane coating).
  3. The work must be carried out in strict accordance with these Terms of Reference, drawings (Appendix 1), building codes and rules in force on the territory of the Kyrgyz Republic.
  4. Accommodation and meals for the Contractor’s employees at the Kumtor mine at the expense of the Customer.
  5. Transportation of the Contractor’s employees to the place of work and back is carried out at the expense of the Customer.

Safety requirements:

  1. Fencing of hazardous areas.
  2. Warning signs.
  3. Use of personal protective equipment (PPE).
  4. Work in a confined space is strictly according to the work permit.
  5. Hot work is strictly according to the work permit.

Unauthorized personnel are prohibited from entering the repair area.
Evaluation criteria for the first stage: A proposal that meets all qualification and technical requirements and provides a full package of requested documents will be recognized as having passed the first stage of the tender.

Participants in the selection process are required to provide all documents necessary to confirm their qualifications and technical data in accordance with the Terms of Reference.
Procedure for submitting a financial proposal Stage 2: Financial part of the proposal:
  A financial/commercial proposal must be submitted in a separate letter in a password-protected archive, the application form is attached (Appendix 7). The password is provided at the request of the person responsible for this tender.

The password to the archive must consist of at least 6 characters. The financial/commercial proposal on the official letterhead of the participant must be addressed to Kumtor Gold Company CJSC, with the obligatory indication of the cost, terms of work, and payment terms.

Passwords will be requested only from those participants who meet the qualification and technical requirements.

In case a financial/commercial proposal is submitted without passwords, or together with qualification documents, the procurement committee of the purchasing organization shall not be responsible for the confidentiality of the information.

The Customer shall have the right to accept or reject any or all proposals, as well as to cancel the tender process at any time prior to the award of the Contract, without incurring any obligations to the relevant participants.
The proposal to participate must be on official letterhead.
Proposals for participation submitted by the Tender Participants after the specified deadlines will not be accepted and will not be considered.

By submitting his proposal, the Participant thereby agrees to all the conditions specified in the requirements of the Company.

Each tenderer may submit only one bid.

The validity period of the bid shall be at least 60 calendar days.

It is not allowed to make changes to the proposal for participation during the term of validity of the tender bid.

A draft service contract is provided for review. This draft contract is not final and will change depending on the result of the tender (Appendix 6).

The contract will be awarded to the participant whose commercial proposal meets the conditions of selection and Terms of Reference, who has passed the first and second stages and offered the lowest cost.
