SUPPLY OF AUXILIARY MINE VENTILATION FANS FOR UNDERGROUND MINING OPERATIONS

SUBMISSION DEADLINE: 13:00 (Bishkek time), 23 October 2026.

Kumtor Gold Company CJSC (hereinafter referred to as “KGC”) invites you to participate in a two-envelope open tender for the supply of auxiliary mine ventilation fans for underground mining operations.

Key requirements for submission of qualification documents:

1. Documents must be sent strictly to the following email address: [email protected] (do not copy any other recipients).rfq.zapros@kumtor.kg
2. Please note that the size of a single email must not exceed 25 MB. If this limit is exceeded, the documents must be sent in a second email with the same subject line. The documents must be provided in PDF format in a single archive file (RAR or ZIP).
3. All parties wishing to participate in the tender must complete the Tender Proposal and the forms set out in Appendices No. 1, No. 2, No. 3, No. 4, No. 5 and No. 6 to this Invitation, attach the required signed and duly stamped copies of documents, and submit them electronically to the email address specified above.
4. Tenderers must submit their tender proposal in Russian or English in accordance with the tender requirements and send it to the specified email address. If any documents are issued in another language, they must be accompanied by a notarized translation into Russian or English. Russian is the preferred language.
5. All documents submitted as part of the tender process shall be treated as confidential.
6. By submitting its proposal, the Tenderer confirms its acceptance of all terms and conditions set out in the Company’s requirements.
7. Emails must have the following subject lines:

– for Envelope No. 1: “Qualification and Technical Proposals [company name]”;

– for Envelope No. 2: “Price Proposal [company name]” (the file must be password-protected and must not be opened during the first stage; the password must be sent by email only upon the Customer’s request)

and must be sent to the email address specified above.

Required technical documents:

1. Technical data sheet/passport for the proposed fan model, indicating the manufacturer, model, version, key technical characteristics, electrical parameters, overall dimensions, weight and operating conditions.
2. Fan aerodynamic performance curve (airflow versus pressure, Q-P curve), indicating the operating range.
3. General arrangement drawing indicating the main overall, installation and connection dimensions.
4. Certificates and/or other documents confirm that the proposed equipment complies with applicable technical regulations, standards and safety requirements.
5. Documents confirm the explosion-protected design of the equipment and the relevant Ex marking, where such design is required by Technical Specification.
6. Equipment operation and maintenance manual.
7. Standard factory test report for the proposed model or similar equipment manufactured by the same manufacturer, if available.
8. List of recommended spare parts and consumables.

Required documents to be submitted:

Scanned copies of corporate documents shall be submitted by Tenderers participating in the Company’s tenders for the first time, as well as by existing Tenderers if previously submitted documents have been amended.

For residents of the Kyrgyz Republic:

1. Certified copy of the Charter;
2. Certified copy of the Certificate / electronic extract confirming state registration (re-registration) of the legal entity;
3. Certified copy of the Certificate of state registration of an individual as an individual entrepreneur / copy of a Patent (voluntary or mandatory) for the relevant type of activity, valid as of the submission date, as well as a copy of the passport/identity card;
4. For legal entities: information confirming the absence of outstanding tax payments and social insurance contributions to the budget of the Kyrgyz Republic as of the tender proposal submission date;
5. Copies of balance sheets for the previous 2 (two) calendar years or the Single Tax Return (STR), certified by the organization’s seal and signature;
6. Tax registration certificate;
7. Permits (licenses, authorizations, certificates) for the relevant activities, if applicable;
8. Certified copy of a document confirming the authority of the head of the organization (appointment order, extract from the minutes of the participants’ meeting on appointment of the head, or decision of the sole participant of the legal entity). If another person acts on behalf of the Tenderer, a duly certified copy of the power of attorney authorizing such person to sign contracts and other documents must be provided;
9. Experience in supplying similar products during the last 2 years: attached copies of contracts or a reference list;
10. Residents must submit their commercial proposal in the national currency, without linking the price to the exchange rate of any foreign currency.

 For non-residents (Tenderers from other countries):

1. Certified copies of registration and corporate documents;
2. Permits (licenses, authorizations, certificates) for the relevant activities, if applicable;
3. Certified copy of a document confirming the authority of the head of the organization (appointment order, extract from the minutes of the participants’ meeting on appointment of the head, or decision of the sole participant of the legal entity). If another person acts on behalf of the Tenderer, a duly certified copy of the power of attorney authorizing such person to sign contracts and other documents must be provided;
4. Financial statements for the previous 2 (two) calendar years, certified by the organization’s seal and signature;
5. Information confirming the absence of outstanding tax payments and social insurance contributions as of the tender proposal submission date, in accordance with the laws of the non-resident’s country of incorporation;
6. Experience in supplying similar products during the last 2 years: attached copies of contracts or a reference list;

Tender proposal submission procedure

Tenderers shall submit documents in two separate envelopes; both envelopes must be submitted simultaneously to the email address specified above:

• Envelope No. 1 – Qualification and Technical Proposals (submitted without a password);
• Envelope No. 2 – Price Proposal (the file must be password-protected and must not be opened during the first stage; the password must be sent by email only upon the Customer’s request).

Based on the results of Stage 1, a list of Tenderers admitted to Stage 2 will be established.

Based on the results of Stage 1, a list of Tenderers admitted to Stage 2 will be established.

Tenderers will not be admitted to Stage 2 if they:

• Fail to submit the complete set of required documents;

• Submit the Price Proposal without password protection or send the password before it is requested;

• Fail to provide the password for Envelope No. 2 after the Customer’s request;
• Submit documents after the deadline specified in this Invitation;
• Fail to pass accreditation by the Customer’s Security Service and Finance Department;
• Fail the technical evaluation or fail to provide the technical specification;

• In other cases provided for by KGC’s internal procurement regulations.

Stage 2 – Evaluation of the Tender Proposal

• Only Tenderers that successfully pass Stage 1 will be admitted to Stage 2;
• The Tenderer’s Price Proposal must be completed using the form set out in Appendix No. 5 to this Invitation (if there are comments, changes should be entered into in editing mode). Tenderers may supplement the form with any terms they consider important or that are not addressed in the form, provided that the Technical Specification is complied with.
• The price of the products quoted by the Tenderer must include all costs, including all applicable taxes, duties, fees, delivery to the Customer’s warehouse and other payments levied in accordance with the laws of the Kyrgyz Republic, as well as any other costs associated with performance of the contractual obligations, taking into account the service period and related services specified in the Contract.
• The successful Tenderer will be the Tenderer whose proposal meets the established qualification and technical requirements and offers the best overall combination of price, quality and delivery schedule;
• If an advance payment is requested, the supply contract will include a requirement to provide a bank guarantee for the amount of advance payment.
• The Supplier shall provide Contract Performance Security in the amount of 2% of the total Contract value, in the form of a bank guarantee or by transferring funds to the Buyer’s bank account.
• KGC reserves the right to request additional supporting documents or verify the information provided. If inaccurate or false information is identified, the proposal will be rejected.

If the Participant has any questions regarding this Invitation, the Participant may submit a request for clarification by email to: [email protected] , no later than three (3) business days prior to the deadline for submission of the qualification and technical documents. Clarifications shall be provided to the requesting Participant via the email address from which the request was received, no later than three (3) calendar days from the date of receipt of the request.

The Tender Proposal must remain valid for at least 45 calendar days.

After the submission deadline, Tenderers may not make any changes or additions.

Tender proposals submitted after the specified deadline will not be accepted or considered (please submit all proposals well in advance of the deadline and do not postpone submission until the last moment in order to avoid possible technical delays).

KGC reserves the right to reject any proposal that does not comply with the requirements. Submission of documents does not guarantee participation in subsequent stages of the procurement procedure.

The Customer may extend the final deadline for submission of qualification and technical documents if amendments are made to this Invitation and may also cancel the tender. The Customer will notify Tenderers by posting the relevant information on its official website, www.kumtor.kg, where the announcement of this tender was published.www.kumtor.kg
