Kumtor Gold Company CJSC invites interested parties to participate in a Two-Package Open Bidding for the supply of fire safety components and consumables.

Lot 6 – HOSE, METAL SLEEVE IN PVC INSULATION D-15MM IN PVC INSULATION-JACKET

Lot 7 – FIRE SHIELD CLOSED FIRE SHIELD WITH THE NECESSARY FIRE EXTINGUISHING EQUIPMENT

Lot 8 – UNIT MINE POWDER EJECTION FIRE SUPPRESSION UNIT (UPSE), TU 48-2400-1-84, FOR UNDERGROUND MINE RESCUE SERVICE, SPECIALIZED FIRE EXTINGUISHING EQUIPMENT

Submission format: Application for participation and other documents shall be signed by a person authorized to sign applications and contractual obligations.

Documents shall be stamped and submitted in PDF format.

Signatory authority shall be confirmed by the power of attorney or by certified copies of the relevant documents.
Procedure for submitting proposals:

 

 Bid Participants shall submit their applications in Russian/English in accordance with the Bidding requirements, attach the required copies of documents, and send them electronically to:

fire.safety.october@kumtor.kg no later than 12:00 pm (Bishkek time) on October 22, 2026.

The Terms of Reference (hereinafter referred to as the TOR) are attached to this Bidding documentation.

Important!!! One email (proposal) shall not exceed 25 MB.

If attachments exceed 25 MB, the Bid submission shall be divided into parts, with each email’s subject line indicating its sequence as follows:

1. “Qualification and Technical Proposals (Participant’s name)” – Part 1.

2. “Qualification and Technical Proposals (Participant’s name)” – Part 2, and so on.

Considering that download links from cloud storage services may expire, submitting documents via cloud storage is prohibited.

Participant’s Bid submission shall be divided into two separate document packages.

The first document package:

1. Participant’s Qualification and Technical Proposals.

The Bid submission shall not contain the Bid price or any other information that may disclose the cost of the proposal. Any Bid submission in which the Participant discloses the Bid price in the first document package shall be rejected.

The second document package:

2. The subject line of the email shall indicate:

“Cost of the proposal (Participant’s name)”.

The email content shall be password-protected.

The password will be requested from the Participant if the Participant has passed the first stage of evaluation.

Application for participation shall include the following documents: Letter confirming interest in participation.
Experience in at least two (2) similar agreements. Supporting documents, such as copies of similar agreements for the amount not less than the amount of the Bid/Proposal, acceptance certificates, invoices, and references or recommendations from previous clients.
For residents of the Kyrgyz Republic – a scanned copy of the original certificate from the Social Fund and the State Tax Service confirming the absence of any outstanding debts as of the date of the Bid submission shall be submitted.

For non-residents of the Kyrgyz Republic – in accordance with the requirements of the legislation of the country of residence.
Scanned copies of the 2024-2025 original financial statements:

·      Accounting balance sheet.

·      Profit and loss statement.

·      Cash flow statement.

·      Changes in equity statement.

Or the 2024-2025 unified tax declaration.
Copy of documents confirming the authority of the head, certified by the Participant (order on appointment of the head, extract from the minutes of the meeting of participants on appointment of the head, decision of the sole participant of the legal entity) shall be submitted.

If another person acts on behalf of the Participant – a duly certified copy of such power of attorney for the person authorized to sign contracts and other documents.
Scanned copy of the certificate of registration of a legal entity/individual entrepreneur.
For residents of the Kyrgyz Republic, a scanned copy of the document defining the main type of activity (Charter or other relevant documents) shall be submitted.

For non-residents of the Kyrgyz Republic, a scanned copy of the document defining the main type of activity (Charter or other relevant documents), if available, shall be submitted.
Completed forms (Appendices), duly signed by the authorized representative and affixed with the organization’s stamp, shall be submitted. Forms containing cost information shall be included in the second document package along with the price quotation.
Evaluation criteria: package 1. Proposal that meets all qualification and technical requirements will be considered successful.
Evaluation criteria: package 2. The lowest estimated cost, considering the product’s life cycle.
Currency: Residents of the Kyrgyz Republic shall submit their commercial proposals in the national currency.
The Client shall reserve the right to accept or reject any or all proposals, as well as to cancel the selection process at any time prior to the award of the Agreement, without incurring any obligations to the relevant participants.
Bid Proposals shall be submitted on the Supplier’s official letterhead.
Bid Proposals submitted by Participants after the specified deadlines shall not be accepted or considered.

By submitting its Proposal, Participant expressly agrees to all the terms and conditions specified in the Company’s requirements.

Each Participant can submit only one Bid Proposal.

Validity period of the Bid Proposal shall be at least 60 calendar days.

No amendments to Bid Proposals shall be permitted during the validity period of the proposal.
The Successful Participant is required to provide a performance guarantee in the form of a declaration prior to signing the Agreement.
In the case of an advance payment, the winning company is required to provide a bank guarantee for the advance payment in an amount not less than the amount of the advance payment.

The bank guarantee shall be advised by a correspondent bank located in the Kyrgyz Republic.
All expenses related to the issuance, processing, advising, confirmation, amendment, and execution of the bank guarantee, including the fees and commissions charged by the issuing and advising banks, shall be borne in full by the Supplier.
