Kumtor Gold Company CJSC invites you to participate in a limited pre-qualification process for an independent inspection and compliance assessment of the management of Tailings Facility assets against national (SNiP, GOST, SP) and international standards (GISTM, ICOLD, ICMM, ANCOLD, CDA).

Description of Assignment

 

 Conducting an independent inspection and a compliance assessment of the management of Tailings Facility assets against national (SNiP, GOST, SP) and international standards (GISTM, ICOLD, ICMM, ANCOLD, CDA).
Submission format:

 

 The tender application for pre-qualification and other documents must be signed by a person authorized to sign the application and undertake contractual obligations (power of attorney). Documents must be stamped and submitted in PDF format. The signatory’s authority must be confirmed by a power of attorney or certified copies of the relevant documents.
Procedure for submitting proposals

 

 Participants must submit a proposal to participate in Russian in accordance with the tender requirements, attach the required copies of documents, and send them electronically to inspection-xx-2026@kumtor.kg by 10:00 on 20 May 2026.

The Terms of Reference will be provided only to those participants who have passed the pre-qualification based on a submitted signed Non-Disclosure Agreement.
Document requirements

 

 – company registration documents;

– list of ITRB projects over the last 10 years;

– confirmation of experience meeting the requirements of GISTM/ICOLD/ANCOLD/CDA;

– confirmation of ITRB-5 readiness for site visits;
The proposal to participate must include the following documents: 1.    A letter confirming interest in participating in the pre-qualification process;

2.    Requirements as per Appendix No. 1 and Appendix No. 2.
A scanned copy of the legal entity registration certificate;
A scanned copy of the document defining the principal business activity (Charter), as well as a scanned copy of the decision on appointment of the head;
Scanned copies of the original financial statements for 2023–2025.
Evaluation criteria: A proposal that meets all qualification requirements and provides the full set of requested documents will be deemed to have passed the pre-qualification.

The Client reserves the right to accept or reject any or all proposals, and to cancel the selection process at any time prior to contract award, without thereby incurring any obligations to the respective participants.
The proposal to participate must be submitted on official letterhead.
Proposals submitted by pre-qualification participants after the specified deadline will not be accepted or considered.

By submitting its proposal, the Participant thereby agrees to all conditions set out in the Company’s requirements.

Each pre-qualification participant may submit only one proposal.

The validity period of the proposal must be at least 60 calendar days.

No amendments to the proposal are allowed during the proposal validity period.

If the application and documentation are provided in foreign languages, a notarized copy in Russian is required.
All questions regarding this pre-qualification process and requests for clarification of the pre-qualification conditions must be sent by email to: aibek.berdigulov@kumtor.kg at least 3 calendar days before the final deadline for proposal submission.
