DEADLINE FOR SUBMISSION OF APPLICATIONS: no later than 14:00 (Bishkek time) on 28 May 2026.
Closed Joint Stock Company Kumtor Gold Company, located at 24/1 Ibraimov Street, Bishkek, hereby invites all potential participants meeting the requirements of the tender documentation to submit a tender bid/proposal for the provision of specialized technical training for personnel on operation of the EUS9000L multifunctional test bench for testing and repair of diesel engine fuel systems.
The procurement shall be conducted through an open tender with unrestricted participation, using a single-stage, two-envelope procedure.
Tenderers shall submit their tender bids in electronic form by completing the relevant forms and attaching the required documentation no later than 14:00 (Bishkek time) on 28 May 2026, which is the final deadline for submission of tender proposals.
Each tender bid shall be accompanied by tender bid security in the form of a declaration guaranteeing the tender bid.
The tender bid shall remain valid for a period of 60 calendar days.
For additional information or clarification of the tender documentation, requests should be sent by email to Zhyldyzkan.Satybekova@kumtor.kg no later than 12:00 on 25 May 2026, i.e. three (3) business days prior to the deadline for submission of tender bids.
The Procuring Organization shall not be held responsible for any delay caused by circumstances beyond its control.
| Submission Format: | The tender bid and all other documents shall be signed by a person duly authorized to sign the bid and assume contractual obligations.
The signatory’s authority shall be confirmed by a power of attorney or certified copies of the relevant supporting documents. All documents shall be stamped and submitted in PDF format. Prior to preparing the tender proposal, the Tenderer shall review the Instructions for Preparation of the Tender Bid (for Suppliers) (Appendix 1). The tender shall be conducted in two stages, and two separate letters must be prepared for each stage. Qualification documents and the financial proposal shall be submitted simultaneously, but in separate letters, as follows: First letter (Stage One) – submission of documents confirming the qualification and technical components. The email subject line shall state: “Qualification Documents”. Second letter (Stage Two) – submission of the financial proposal. The email subject line shall state: “Financial Proposal”. |

| Procedure for Submission of Qualification and Technical Proposals | Tender participants shall submit their proposal to participate in Kyrgyz and/or Russian, in accordance with the tender requirements, attach the required copies of documents, and submit them electronically to the following email address: stend-obuchenie2026@kumtor.kg

| The Proposal to Participate shall include the following documents: | A letter confirming the participant’s interest in the tender (form attached – Appendix 2); |
| A scanned copy of the Certificate of State Registration of legal entity | |

| The Tenderer shall be a legal entity and shall have documented experience in conducting training under the specified programs. | |
| · The training shall be conducted by a specialist with at least three (3) years of confirmed experience working with EUS9000L test benches (or equivalent)
· The instructor shall be fluent in Russian (or the Tenderer shall provide a qualified interpreter). · Программа обучения должна полностью соответствовать Operation Manual EUS9000L (включая все разделы по подключению трубок, работе с ПО, тестированию HEUI, EUI/EUP, HPO, Common Rail). · The training program must fully comply with the EUS9000L Operation Manual, including all sections on: connection of pipelines/tubing; software operation; testing of HEUI, EUI/EUP, HPO, and Common Rail systems. · The cost of training shall include: training materials in Russian (handouts, wiring/connection diagrams, manuals); practical assignments. · Upon completion of the course, participants shall be able to independently: – connect all types of tested units; – operate the software (model selection, test initiation, interpretation of results); – perform full testing of **HEUI, EUI/EUP, HPO pumps, CP3 pumps, and Common Rail injectors. |

| Evaluation Criteria for Stage 1: | A proposal will be deemed to have passed Stage 1 if it meets all qualification and technical requirements and provides the full set of required documents.
Participants are required to submit all documents necessary to confirm qualification and technical compliance with the List of Reference. |
| Procedure for Submitting the Financial Proposal | Stage 2: Financial Proposal |
| The financial/commercial proposal must be submitted in a separate email in a password-protected archive (form attached – Appendix 7). The password will be requested from the authorized representative for this tender.
The password must contain at least 6 characters. The financial/commercial proposal must: be on the participant’s official letterhead, be addressed to CJSC Kumtor Gold Company, include pricing, timelines for completion, and payment terms. Only participants that meet the qualification and technical requirements will be asked to provide the password. If the financial/commercial proposal is submitted without a password or together with qualification documents, the tender commission of the purchasing organization will not be responsible for maintaining confidentiality. |

| The Client reserves the right to accept or reject any or all proposals, as well as to cancel the tender process at any time before awarding the Contract, without incurring any obligations to the respective participants. | |

| Proposals submitted after the specified deadline will not be accepted or considered.
By submitting a proposal, the Participant thereby expresses agreement with all terms specified in the Company’s requirements. Each participant may submit only one tender proposal. The validity period of the tender proposal must be at least 60 calendar days. No changes to the proposal are allowed during its validity period. A draft service agreement is provided for review. This draft is not final and will be modified depending on the results of the tender (Appendix 6). |
