REQUEST FOR QUOTATIONS FOR THE SUPPLY OF A TRIAL BATCH OF DRILLING EQUIPMENT/TOOLS FOR PILOT INDUSTRIAL TESTING

DEADLINE FOR SUBMISSION OF APPLICATIONS: no later than 17:00 on May 29, 2026.

Kumtor Gold Company CJSC invites interested parties to participate in a Request for Quotations for the supply of a trial batch of drilling equipment/tools for pilot industrial testing.

This procedure is conducted to select a supplier of a trial batch of drilling tools for the purpose of conducting production tests.

The main purpose of the purchase is to evaluate the quality, reliability, and cost-effectiveness of using equipment/tools from alternative manufacturers.

The equipment will be purchased partially, in the form of a trial batch of limited volume, while the Client shall reserve the right to purchase from one or several selected suppliers, distributing the volumes at its own discretion.

The Client shall reserve the right to:

– purchase equipment in part.

– reject proposals without providing any justification.

– conduct additional negotiations with participants.

Suppliers who express willingness to provide drilling equipment/tools for production testing on a free-of-charge basis (drilling equipment/tools not included in the purchase list) shall receive preferential consideration during the evaluation of Bids and in the Client’s decision regarding the selection of a supplier, as well as in determining the terms of further cooperation.

TERMS OF REFERENCE

for the supply of a trial batch of drilling equipment/core drilling tools for pilot industrial testing

·         The equipment shall be transported in covered vehicles ensuring protection from atmospheric precipitation.
4 Packaging and marking ·         Each product shall have an individual packaging that protects the thread.

·         Packaging and/or the product shall be marked with diameter, type, manufacturer, batch number.

·         The entire batch shall be accompanied by a packing list and a specification.
5 Requirements for the goods to be supplied 1. General requirements

1.1. The drilling equipment is intended for core drilling in medium to high hardness rocks.

1.2. All elements shall be new and unused.

1.3. All elements shall be fully compatible with the HQ/PQ core drilling system and comply with the Q™ Thread standard (triple-start thread).

1.4. All components shall be mutually compatible in threaded connections and compatible with the Client’s drilling equipment, allowing direct coupling without adapters.

1.5. All products shall be manufactured in factory conditions and shall include marking, passport or technical datasheet.

1.6. The Supplier shall ensure appropriate packaging that prevents damage to threads and other working elements during transportation.

1.7. Only certified products shall be accepted for supply, indicating the manufacturer, country of origin, and applicable quality standard.

1.8. When submitting commercial proposals, the Supplier shall attach a catalog of its products with a detailed technical description of the product.

2. Scope of delivery

According to the approved nomenclature (see Appendix to the TOR) – a list of 42 drilling tool items, including:

– HQ outer and inner core tubes (1.5 m).

– HQ and PQ core bits of various types.

– Shells, stabilizers, and shoes.

– Core lifters, stop rings, and seating assemblies.

– Cutter lugs, cutters, and taps.

– 24″ and 36″ pipe wrenches, etc.

3. Requirements for threaded connection

3.1. All tools, except the locking coupling, shall have HQ and PQ standard threaded connections.

3.2. The internal thread (female) of the locking coupling for the core drilling assembly shall match the external thread (male) of the HRQ drill rod.

3.2. Thread type: Q™ Thread (triple-start), factory-cut.

3.3. Any incompatibility of the supplied tools with the Client’s equipment shall be subject to return.
6 Additional terms ·         For the purpose of production testing to evaluate the quality and compatibility of the products with the Client’s existing tool line, the Client requests that the Supplier consider providing certain drilling tool items as trial samples (on a free-of-charge basis with delivery costs covered by the Client) as part of a trial batch. The quantities and types of such tools shall be agreed upon additionally.

·         Such items may include core bits, shells, cutters, taps, and other drilling equipment components, subject to mutual agreement between the Parties.

·         The terms for providing such samples shall not affect settlement under the main supply scope and shall be agreed in writing prior to shipment.

·         In the event of any non-conformities, the Supplier shall replace or compensate for the defective goods.

·         The manufacturer shall be responsible for the quality of the supplied products and their compliance with applicable technical requirements and regulatory documentation.

·         In the event of any change in product pricing, the manufacturer shall notify the Client in advance and provide justification for price adjustments.

Submission format: Application for participation and other documents shall be signed by a person authorized to sign applications and contractual obligations. Documents shall be signed and submitted in PDF format (the price spreadsheet shall also be provided in .xlsx format). To assess the compliance of each item, a photograph of the drilling tool shall be attached.
Procedure for submitting proposals:

 

 Bid Participants shall submit their applications in Russian or English, attach the required copies of documents, and send them electronically to explotest2026@kumtor.kg no later than 2:00 pm (Bishkek time, GMT+6) on May 29, 2026.

The list of goods to be purchased is attached to this Bidding documentation.
Application for participation shall include the following documents: Commercial Proposal, including the following:

∙ Delivery deadlines: preference will be given to shorter delivery deadlines in the evaluation process.

∙ Delivery terms:

– DAP Balykchy (for non-residents), 9 Naryn highway, Balykchy, Issyk-Kul region, Kyrgyz Republic.

– EXW (for non-residents) in accordance with the Supplier’s location specified in the Commercial Proposal.

– DDP Balykchy (for residents), 9 Naryn highway, Balykchy, Issyk-Kul region, Kyrgyz Republic.

∙ Payment terms – payment terms (In the case of an advance payment, the winning company is required to provide a bank guarantee for the advance payment amount not less than the advance payment amount confirmed by the purchasing organization’s bank via the SWIFT system).

∙ Validity period of the Commercial Proposal: not less than 60 days.
Evaluation criteria: Proposal with the lowest cost and optimal delivery deadlines will be considered successful.
PROPOSALS WITH “SUPPLY OF A TRIAL BATCH OF DRILLING EQUIPMENT/TOOLS FOR PILOT INDUSTRIAL TESTING” IN THE SUBJECT LINE SHALL BE SENT TO THE EMAIL ADDRESS EXPLOTEST2026@KUMTOR.KG NO LATER THAN 2:00 PM (BISHKEK TIME, GMT+6) ON MAY 29, 2026.
The Client shall reserve the right to accept or reject any or all proposals, as well as to cancel the selection process at any time prior to the award of the Agreement, without incurring any obligations to the relevant participants.
Commercial Proposal shall be submitted on official letterhead.
Proposals submitted by Participants after the specified deadlines shall not be accepted or considered.

By submitting its proposal, Participant expressly agrees to all the terms and conditions specified in the Company’s requirements.

Each Participant can submit only one Bid Proposal.

Validity period of the Proposal shall be at least 60 calendar days.

No amendments to Bid Proposals shall be permitted during the validity period of the proposal.

Any requests for clarification of the selection conditions shall be submitted at least 3 calendar days prior to the proposal submission deadline.
