INVITATION TO A TWO-PACKAGE UNLIMITED TENDER: SUPPLY OF ACTIVATED CARBON ACCORDING TO THE TERMS OF REFERENCE

DEADLINE FOR SUBMISSION OF APPLICATIONS: 17:00 (Bishkek time) May 13, 2026.

The “Kumtor Gold Company” CJSC (hereinafter referred to as “KGC”) invites you to take part in the tender for the supply of: activated carbon, in accordance with the Terms of Reference.

Basic requirements for submitting qualification documents:

1. Documents must be submitted in PDF format.
2. Documents must be sent by e-mail: carbon2026@kumtor.kg
3. Please note that the size of one email should not exceed 25MB.

Required documents for submission:

For residents of the Kyrgyz Republic:

1. A completed copy of the questionnaire (according to form #1 to this List).
2. Completed form for opening and changing supplier details (according to form N#2 to this list).
3. A copy of the Charter with all amendments and additions (if any), certified by the signature of the director or an official authorized by him, as well as a copy of the Decision of the General Meeting of Participants or the sole participant on the approval of this Charter;
4. A copy of the Certificate/Extract of state registration (re-registration) of a legal entity certified by the Participant.
5. Copy of the Certificate of State Registration of an individual as an individual entrepreneur / Copy of the Patent (voluntary or mandatory) for the relevant type of activity (current as of the date of filing), as well as a copy of the Passport / Identification card;
6. For legal entities: information on the absence of arrears on tax payments and insurance premiums to the budget of the Kyrgyz Republic;
7. Scanned copies of the original balance sheet with all appendices, certified by the seal and signature of the organization or a scanned copy of the original for 2 (two) previous calendar years or UNM;
8. Certificate of tax registration;
9. Permits (licenses, permits, certificates) for types of activities;
10. A copy of the document confirming the authority of the director certified by the Participant (order on the appointment of the director, an extract from the minutes of the meeting of participants on the appointment of the director, the decision of the sole participant of the legal entity). If another person acts on behalf of the Participant, a duly certified copy of such power of attorney for the person authorized to sign contracts and other documents;
11. Experience in the supply of similar equipment and components over the past 2 years – reference list;
12. Letter confirming interest in participating;

Only proposals from manufacturers or their official representatives are accepted for consideration.

1. Declaration guaranteeing the tender bid.

For non-residents (participants of other countries):

1. A completed copy of the questionnaire (according to form #1 to this List).
2. Completed form for opening and changing supplier details (according to form #2 to this list).
3. A copy of registration and constituent documents certified by the Participant;
4. Permits (licenses, permits, certificates) for types of activities;
5. A copy of the document confirming the authority of the director certified by the Participant (order on the appointment of the director, an extract from the minutes of the meeting of participants on the appointment of the director, the decision of the sole participant of the legal entity). If another person acts on behalf of the Participant, a duly certified copy of such power of attorney for the person authorized to sign contracts and other documents;
6. Scanned copies of the original balance sheet with all appendices, certified by the seal and signature of the organization or a scanned copy of the original for 2 (two) previous calendar years;
7. Experience in the supply of similar equipment (complete and/or free-standing as a component) over the past 3 years – reference list;
8. A letter confirming your interest in participating.

Only proposals from manufacturers or their official representatives are accepted for consideration.

Basic requirements for submitting qualification documents:

1. Participants of the competition must submit an application for participation in Russian in accordance with the requirements of the competition, the rest of the documents must be in Russian or English, otherwise applications will not be considered. Documents must be sent to the specified e-mail.
2. All documents provided as part of the selection are treated as confidential.
3. By submitting his offer, the Participant thereby agrees to all the conditions specified in the requirements of the Company.

Important!

• In case of making an advance payment for the Goods supplied, the Supplier undertakes to provide a bank guarantee or a guarantee of the Agreement in the amount of 5% (five percent) of the total amount of the Agreement.
• In case of post-payment, the Supplier shall provide a Declaration guaranteeing the tender bid (Appendix #1 to the Invitation).

• If the Supplier, who has not previously supplied this type of products to the address (KGC), successfully passes the qualification selection and provided the lowest price, then the Customer has the right to initiate the conclusion of a contract for the supply of a pilot (test) batch of products.
• The price of the test batch should not exceed the price specified in the commercial offer.

Participants submit documents in two separate packages, with both packages submitted simultaneously to the above mail:

• Package #1 – qualification and technical proposal (provided without a password),
• Package #2 – commercial offer (access to the file must be via a password and cannot be opened at the first stage, the password must be sent after the customer’s request by e-mail).

1. KGC reserves the right to request additional supporting documents or verify the information provided. If inaccurate information is detected, the application will be rejected.
2. If you have any questions about this Invitation, the participant may contact the following email address: Jyldyz.Jenalieva@kumtor.kg for receiving clarifications, but no later than 3 working days before the deadline for submission of qualification documents. Clarifications shall be sent to the applicant supplier by e-mail from which the request was received, no later than 3 (three) calendar days from the date of receipt of the request.
3. The validity period of the bid shall be at least 60 calendar days.
4. After the deadline for submitting documents, participants cannot make changes or additions.
5. Bids submitted by the Selection Participants later than the specified deadlines shall not be accepted and will not be considered.

KGC reserves the right to reject any application that does not meet the requirements. Submission of documents does not guarantee participation in the next stages of the procurement procedure.

The Customer may postpone the final date of submission of qualification documents to a later date if this Invitation is amended, and the Customer shall inform thereof by posting the relevant information on the official website of the Customer https://www.kumtor.kg/ru/ where the announcement of this tender was posted.
