PROVISION OF SERVICES FOR ONGOING 3D GEOLOGICAL AND STRUCTURAL MODELING OF THE KUMTOR DEPOSIT AND ASSISTANCE IN SOLVING GEOTECHNICAL PROBLEMS IN 2026,

CJSC «Kumtor Gold Company», located at 24 Ibraimova Street, Bishkek, invites all interested parties to participate in a competition with unlimited participation in a single-stage, two-package procedure for the provision of services for ongoing 3D geological and structural modeling of the Kumtor deposit and assistance in solving geotechnical problems in 2026, in accordance with the requirements of the Technical Specification.

Competition participants must submit their competition applications in electronic form, filling out the appropriate forms and attaching the required documentation no later than 11:00 a.m. (Bishkek time) on December 15, 2025.

The tender application must be submitted together with a tender security in the form of a declaration guaranteeing the tender application.

The tender application must be valid for 60 calendar days. For additional information or clarification of the tender documentation, please send a request to Gulnur.Shirdakova@kumtor.kg no later than 12:00 p.m. (Bishkek time) on December 12, 2025, i.e., 3 working days before the deadline for submission of tender applications. The purchasing organization shall not be held responsible for any delay caused by circumstances beyond its control.

Submission format: The tender application and other documents must be signed by a person authorized to sign the application and contractual obligations. The documents must be stamped and submitted in PDF format. The signatory’s authority must be confirmed by a power of attorney or certified copies of the relevant documents.

Before preparing a tender proposal, the participant must familiarize themselves with the Instructions for Preparing a Tender Application (for suppliers) (Appendix 1).

The tender is conducted in two stages, each stage is formalized in a separate letter:

1.      First letter — qualification and technical documents.

Subject of the letter: “Qualification documents – 3D modeling.”

2.      Second letter — financial proposal in a password-protected archive.

Subject of the letter: “Financial proposal – 3D modeling”

The password will be provided upon request after passing the first stage.

  Stage 1: Qualification and technical part
 Procedure for submitting qualification and technical proposals Competition participants must submit their proposals in Russian or English in accordance with the competition requirements, attach the necessary copies of documents, and send them electronically to modeling@kumtor.kg by 11:00 a.m. (Bishkek time) on December 15, 2025.

The technical specifications are attached (Appendix 8).

 

 

The bid must contain the following documents: A letter confirming interest in participating in the tender; the application form is attached (Appendix 2)
A scanned copy of the legal entity registration certificate
A scanned copy of the document defining the main type of activity (Articles of Association), as well as a scanned copy of the decision on appointment as a manager
Certificate of no outstanding tax payments and insurance contributions to state authorities as of the last reporting date (for residents of the Kyrgyz Republic)
A document confirming higher education in geology
Declaration of good faith, application form attached (Appendix 3)
Declaration guaranteeing the tender application, form attached (Appendix 4)
International certificate of a qualified geologist
Document confirming at least 5 years of experience in structural modeling of deposits
Qualification requirements: ●   Higher education in geology.

●   International certification as a qualified geologist (e.g., P.Geo, EurGeol, or similar).

●   Knowledge of international standards for reporting reserves (CRIRSCO, JORC, NI 43-101, etc.).

●   Minimum 5 years of experience in structural modeling of deposits.

●   Experience working with international specialists in the field of geology and geomechanics.

●   Knowledge of geological structures and their interaction in orogenic gold deposits.
●   Proficiency in 3D deposit modeling software: Leapfrog Geo; Gemcom; Surpac; DataMine, or similar software products.
●   Skills in interpreting geological and geotechnical data.
●   Own licensed software and equipment necessary to perform the work.

●   Knowledge of technical English at a level sufficient for professional communication and documentation preparation.

●   Ability to interact effectively with foreign consultants and specialists.

●   Physical health of performers, allowing them to work in high altitude conditions (over 4000 m) and difficult weather conditions.

Requirements for the results of the work ●   Conducting a preliminary presentation on the results of each visit to the mine.

●   Provision of recommendations for further action and adjustments at the end of each visit to the mine.

●   Processing of data using licensed software and presentation of work results in a format convenient for further processing and use.

●   The format of the reports must be convenient for further processing and integration into work processes (PDF, Word, 3D model, tables, etc.).

●   Provision of monthly overview reports on the results of structural mapping of the quarry sides.

●   Provision of a 3D geological and structural model of the Kumtor deposit in a format suitable for use in geotechnical analysis and mining planning.

●   Providing descriptions and classifications of geological features, including faults, schistosity, structural zones, and other elements.

●   Provision of analysis and interpretation of geological and structural data obtained during drilling, mapping, and core study.

●   Reports on visits to the mine must be provided to the Customer within two weeks after the visit is completed.
First stage evaluation criteria: Proposals that meet all qualification and technical requirements and provide a complete set of requested documents will be considered to have passed the first stage of the competition.

Participants in the selection process are required to provide all documents necessary to confirm their qualification and technical data in accordance with the technical specifications.

Procedure for submitting a financial proposal Stage 2: Financial part of the proposal:
  The financial/commercial proposal must be submitted in a separate letter in a password-protected archive; the application form is attached (Appendix 7). The password will be provided upon request by the person responsible for this tender.

The password for the archive must consist of at least 8 characters and must contain 1 number, 1 symbol, at least one uppercase letter, and one lowercase letter. The financial/commercial proposal on the participant’s official letterhead must be addressed to Kumtor Gold Company CJSC, with the mandatory indication of the cost, terms of work, and payment conditions.

Passwords will only be requested from participants who meet the qualification and technical requirements.

 

If a financial/commercial proposal is submitted without passwords or together with qualification documents, the tender committee of the purchasing organization is not responsible for the security of the information.

Payment terms ●     Payment shall be made after the completion of the work, in accordance with the service provision report.
Proposals for participation, indicating the subject, should be sent by email to modeling@kumtor.kg by 11:00 a.m. (Bishkek time) on December 15, 2025.

The customer has the right to accept or reject any or all proposals, as well as to cancel the tender process at any time prior to the award of the Contract, without incurring any obligations to the relevant participants.
The proposal for participation must be on official letterhead.
Proposals submitted by tender participants after the specified deadlines will not be accepted or considered.

By submitting their proposal, the Participant thereby expresses their agreement to all the conditions specified in the Company’s requirements.

Each participant in the tender may submit only one tender proposal.

The tender proposal must be valid for at least 60 calendar days.

No changes may be made to the bid during the term of the bid.

A draft service agreement is provided for review. This draft agreement is not final and will change depending on the outcome of the competition (Appendix 6).

The contract will be awarded to the participant whose commercial proposal meets the selection criteria and technical specifications, has passed the first and second stages, and has offered the lowest price.
