RESTRICTED PRE-QUALIFICATION PROCESS INVOLVING AN INDEPENDENT INTERNATIONAL EXPERT COMMISSION FOR THE PROVISION OF INDEPENDENT EXPERT REVIEW OF THE DETAILED DESIGN FOR THE FACILITY TITLED “TRANSFER TAILINGS STORAGE FACILITY AND TAILINGS MANAGEMENT SYSTEM OF THE HISTORICAL TAILINGS PROCESSING COMPLEX OF THE KUMTOR MINE MILL”

Kumtor Gold Company CJSC invites interested parties to participate in a restricted pre-qualification process involving an independent international expert commission for the provision of independent expert review of the detailed design for the facility titled “Transfer Tailings Storage Facility and Tailings Management System of the Historical Tailings Processing Complex of the Kumtor Mine Mill.”

IRB Project Description The Project comprises an independent expert review of the detailed design for the facility titled “Transfer Tailings Storage Facility and Tailings Management System of the Historical Tailings Processing Complex of the Kumtor Mine Mill.”

The review shall include an assessment of:

– structural stability of the facilities,

– seepage and drainage conditions,

– water balance, including PMP/PMF,

– seismic hazard and response, including PSHA/DSHA,

– monitoring systems and instrumentation and control (I&C)

– TARP,

– breach analysis,

– compliance with international standards and guidelines, including GISTM, ICOLD, ANCOLD and CDA.

Submission Format The pre‑qualification application and other required documents shall be signed by a duly authorized representative having the authority to sign the application and assume contractual obligations (power of attorney). All documents shall be sealed with the company stamp and submitted in PDF format. The authority of the signatory shall be confirmed by a power of attorney or by duly certified copies of the relevant supporting documents.
Procedure for Submission of Proposals Tender participants shall submit their applications for participation in Russian, in compliance with the tender requirements, attach the required copies of supporting documents, and submit them electronically to the following email address: expertiza-2026@kumtor.kg, no later than 10:00 a.m. on 21 April 2026.

The Terms of Reference shall be provided only to those participants who have successfully passed the pre‑qualification process, subject to submission of a duly signed Non‑Disclosure Agreement.

Document Requirements –        registration documents of the organization;

–        confirmation of absence of conflict of interest;

–        Declaration of Independence (Appendix 2);

–        list of IRB / ITRB projects implemented over the last 10 years;

–        evidence of experience in compliance with the requirements of GISTM / ICOLD / ANCOLD / CDA;

–        CVs of IRB members (IRB‑5) demonstrating verified professional experience of not less than 10–20 years;

–        confirmation of IRB‑5 availability and readiness to conduct site visits;

–        evidence of technical competence in the following disciplines: stability, seepage, hydrology and seismicity;

–        completed IRB Checklist (Appendix 3).

The application for participation shall include the following documents: 1.      A letter confirming the applicant’s interest in participating in the pre‑qualification process;

2.      Documents in accordance with Appendix No. 1

A scanned copy of the certificate of registration of the legal entity;
A scanned copy of the document defining the principal scope of activities (Charter / Articles of Association), as well as a scanned copy of the decision on appointment of the head (chief executive);
Scanned copies of the original financial statements for 2023–2024.
Evaluation Criteria: An application shall be deemed to have successfully passed the pre‑qualification process if it meets all qualification requirements and includes the complete set of requested documents.
The application for participation, indicating the subject line “Performance of underground mining and construction and installation works at the Kumtor Mine”, shall be submitted by email to expertiza-2026@kumtor.kg  no later than 10:00 a.m. on 21 April 2026.
The Client reserves the right to accept or reject any or all applications, as well as to cancel the selection process at any time prior to contract award, without incurring any liability to the respective participants.
The application for participation shall be submitted on the official letterhead of the applicant.
Applications for participation submitted after the specified deadline shall not be accepted or considered.

By submitting an application, the Participant thereby confirms its acceptance of all terms and conditions set forth in the Company’s requirements.

Each participant in the pre‑qualification process may submit only one application.

The validity period of the application shall be not less than 60 calendar days.

No amendments to the application shall be permitted during the validity period of the application.

Where an application and supporting documentation are submitted in foreign languages, a notarized Russian‑language translation shall be provided.

All inquiries regarding this pre‑qualification process, as well as requests for clarification of the pre‑qualification requirements, shall be submitted by email to aibek.berdigulov@kumtor.kg no later than five (5) calendar days prior to the deadline for submission of applications.
