Kumtor Gold Company CJSC invites interested parties to participate in the pre-qualification process for the Restricted Re-Bid for underground mining, construction and installation operations at Kumtor Underground Mine.
| Submission format: | Bid Submission for participation in the pre-qualification process and other documents shall be signed by a person authorized to sign bids and contractual obligations. Documents shall be stamped and submitted in PDF format. Signatory authority shall be confirmed by the power of attorney or by certified copies of the relevant documents. |

Bid Submission
Participants shall submit their Bid Submission for the pre-qualification process in accordance with the Bidding requirements, indicating “Underground Mining Operations” in the subject line, in Russian, attach the required copies of supporting documents, and send them electronically to Underground-new-2026@kumtor.kg no later than 10:00 am on July 28, 2026. The Terms of Reference and the Draft Design shall be provided only to those Participants who have successfully passed the pre-qualification process and only upon receipt of a duly signed Non-Disclosure Agreement (NDA). |
| Bid Submission shall include the following documents: | 1. Letter confirming interest in participating in the pre-qualification process. |
| 2. At least 5-year work experience (attach copies of completed agreements, copies of work completion certificates, photo and video evidence of operational sites and completed projects). | |
| 3. The Contractor shall have experience of operation at similar facilities, performing capital mining, preparatory, and cut-and-fill operations, as well as mining operations using the “Underhand Cut and Backfill” method or similar to this method (to be confirmed by copies of agreements and completion certificates, as well as photos and videos of operational sites and completed projects).
4. Availability of qualified, duly certified workers and engineering and technical staff with relevant educational qualifications. Chief Engineer Deputy Chief Engineer Mine Foreman Deputy Mine Foreman Mechanic Power Engineer Planning Engineer Electrical Equipment Repair and Maintenance Engineer Occupational Safety & Health Engineer Surveyor 5. Availability of owned or leased specialized underground mining equipment: – Mobile (self-propelled) drilling rigs for development of underground workings. – Load-Haul-Dump (LHD) trucks. – Underground haul trucks. – Underground shotcreting machine. – Underground scissor lift. 6. The Contractor shall have all necessary permits and/or licenses of the Kyrgyz Republic required to conduct mining operations. |

| Scanned copy of the Certificate of Legal Entity Registration. | |
| Scanned copy of the document defining the main type of activity (the Charter), as well as scanned copy of the decision on the appointment of the Head of the Company. | |
| Certificate of absence of arrears in tax payments and insurance contributions to government agencies as of the last reporting date (applicable to residents of the Kyrgyz Republic). | |
| Scanned copies of the 2024-2025 original financial statements:
· Accounting balance sheet. · Profit and loss statement. · Cash flow statement. · Changes in equity statement. · Or the 2024-2025 unified tax declaration. |

– Information on participation in court proceedings over the past three (3) years. |

| Important!!! | One email containing the Bid Submission and/or Bid Proposal shall not exceed 25 MB.
If the total size of attached documents exceeds 25 MB, the Bid Submission shall be divided into several emails. In such cases, the subject line shall indicate the name of the Participant and the relevant part of the Bid Proposal, for example: 1. Qualification and Technical Proposals (Participant’s Name) – Part 1. 2. Qualification and Technical Proposals (Participant’s Name) – Part 2, etc. Given that download links to cloud storage typically have a limited validity period, submission of the Bid Documents via cloud storage is not recommended. It is recommended that documents be submitted directly as email attachments. |
| Evaluation criteria: | Bid Proposal shall be deemed to have passed the pre-qualification stage, if it fully complies with all qualification requirements and includes the complete package of requested documents. |
| The Client shall reserve the right, where necessary, to amend this Invitation, as well as to accept or reject any or all proposals, and to cancel the selection process at any time prior to the award of the Agreement, without incurring any obligations to the relevant participants. | |
| Bid Submissions submitted by Participants after the specified deadlines shall not be accepted or considered.
By submitting its Proposal, the Participant expressly agrees to all the terms and conditions specified in the Company’s requirements. Each Participant can submit only one Bid Proposal. Validity period of the Bid Proposal shall be at least 90 calendar days from the proposal submission deadline. No amendments to Bid Proposals shall be permitted during the validity period of the Proposal. |
