UPDATED – SUPPLY OF SEMI-INDUSTRIAL LINE (UNIT) FOR ROASTING OF CONCENTRATE

Kumtor Gold Company CJSC (hereinafter referred to as KGC) is pleased to invite you to participate in the competition for the supply of semi-industrial line (unit) for roasting of concentrate.

List and quantity in attached Excel File.

Basic requirements for submitting qualification documents:

  1. Documents must be submitted in PDF format.
  2. Documents must be sent by e-mail to PPLOK_TAIL_2026@kumtor.kg
  3. Please note that the size of one letter should not exceed 25MB.

Required documents to be submitted:

For residents of the Kyrgyz Republic:

  1. Completed copy of the questionnaire (Form №1 attached to this List).
  2. Completed form for opening and changing supplier details (Form №2 attached to this List).
  3. Declaration guaranteeing the competitive bid (Appendix No. 1 to the Invitation);
  4. Declaration of good faith and anti-corruption clause (Appendix No. 2 to the Invitation)
  5. If there are any comments on the attached Draft Agreement, submit comments in Review Mode (Track Changes).
  6. A copy of the Charter, including all amendments and additions (if any), certified by the organization’s signature and seal, or a scanned copy.
  7. A copy or scanned/electronic version of the Certificate of State Registration (Re-registration) of the legal entity, certified by the Participant’s signature and the organization’s seal.
  8. Copy of the Certificate of State Registration of an individual as an individual entrepreneur without forming a legal entity/copy of the Patent (voluntary or mandatory) for the relevant type of activity (valid as of the date of submission), as well as copy of the Passport/ID card.
  9. Scanned copies of the original balance sheet with all appendices, stamped and signed by the organization or scanned copy of the original for 2 (two) previous calendar years or Unified Tax Declaration.
  10. Certificate of registration with tax authorities.
  11. Permitting documents (licenses, permits, certificates) for types of activities.
  12. Copy of documents confirming the authority of the head, certified by the Participant (order on appointment of the head, extract from the minutes of the meeting of participants on appointment of the head, decision of the sole participant of the legal entity). If another person acts on behalf of the Participant – a duly certified copy of such power of attorney for the person authorized to sign contracts and other documents.
  13. Experience in the supply of similar equipment or spare parts over the last year – copies of the relevant contracts shall be attached with contact details.
  14. Letter confirming interest in participation.
  15. Declaration guaranteeing competitive application.

For non-residents (participants from other countries):

  1. Completed copy of the questionnaire (Form №1 attached to this List).
  2. Completed form for opening and changing supplier details (Form №2 attached to this List).
  3. Declaration guaranteeing the competitive bid (Appendix No. 1 to the Invitation);
  4. Declaration of good faith and anti-corruption clause (Appendix No. 2 to the Invitation)
  5. If there are any comments on the attached Draft Agreement, submit comments in Review Mode (Track Changes).
  6. Copy of the Certificate of State Registration (re-registration) of a legal entity certified by the Participant.
  7. Permitting documents (licenses, permits, certificates) for types of activities.
  8. Copy of documents confirming the authority of the head, certified by the Participant (order on appointment of the head, extract from the minutes of the meeting of participants on appointment of the head, decision of the sole participant of the legal entity). If another person acts on behalf of the Participant – a duly certified copy of such power of attorney for the person authorized to sign contracts and other documents.
  9. Scanned copies of the original balance sheet with all appendices, stamped and signed by the organization or scanned copy of the original for two (2) previous calendar years.
  10. Experience in the supply of similar equipment or parts (either as a complete set and/or as standalone components) over the last year – copies of the relevant contracts shall be attached.

Requirements for submitting qualification documents:

  1. Competition participants shall submit their participation applications either in Russian or English, in accordance with the competition requirements, and send it by email.
  2. Each participant may submit only one bid.
    Participants must submit the documents in two separate packages, and both packages must be submitted simultaneously to the above‑mentioned email address.

Package No. 1 – qualification and technical proposals (submitted without a password)

  • Comments do draft agreement have to be included in first package.

The absence of any comments or objections from the Bidder to the draft agreement shall be deemed as fully accepted of its terms. Any subsequent refusal to comply with such terms may be considered as a withdrawal and a violation of the tender requirements.

Package No. 2 – commercial proposal.
(access to the file must be password‑protected and the file will not be opened at the first stage; the password must be sent upon the Customer’s request by email). Annex No. 3. – example.

The cost of services and the number of staff required for the Start-up and commissioning must be specified separately.

If the cost of services, as specified in the Terms of Reference (hereinafter referred to as the ToR), is not fixed and is calculated based on the actual working hours spent, the following costs must be specified:

– cost of standard labor hours. Specify the number of standard hours per working day.

– cost of labor hours on holidays, if applicable.

– cost labor hour for overtime, if applicable.

– a full preliminary calculation of the cost of maintenance and repair services, including days scheduled for transportation.

The working day at the mine site is 11 hours, including a lunch break, from 7:00 a.m. to 7:00 p.m.

Note: In the absence of the information requested above, the cost of services will be considered

fixed regardless of the actual time worked.

  1. All documents submitted as part of the qualification process shall be deemed strictly confidential and used exclusively for the purpose of evaluating the potential supplier.
  2. Bidder shall be required to execute and submit a Non-Disclosure Agreement (NDA), in the form acceptable to the Employer, prior to submitting any requests for additional information.

The Employer reserves the right to provide any information deemed confidential at its sole discretion only after receipt of a duly executed NDA.

  1. By submitting the proposal, the Participant expressly agrees to all the terms and conditions specified in the Company’s requirements.
  2. Each Participant can submit only one competitive proposal.
  3. In case of a request for prepayment, the terms of the supply contract will include the provision of an advance payment bank guarantee.
  4. Performance bond in the amount of 5% of the Agreement amount will be requested.
  5. Retention Guarantee (Warranty Guarantee) of 5% of the Agreement amount will be requested.
  6. The Participant agrees to arrange, at its own expense, the bank guarantee provided for an Agreement. All costs associated with the arrangement, issuance, notification, confirmation, amendment, and performance of the bank guarantee, including fees charged by the issuing banks and notifying banks, fully must be covered by the Participant. The expenses are not reimbursable by the Buyer.
  7. Guarantees must be issued and transmitted via the international telecommunications system SWIFT (for nonresidents).
  8. KGC reserves the right to request additional supporting documentation or to verify the information submitted. In the event of any false or misleading information identified, the application will be rejected.
  9. Should participants have any questions regarding this Invitation, they may contact kurmanbek.eshmukambetov@kumtor.kg and Talaybek.Moldokanov@kumtor.kg (in copy – CC) to request clarifications. Such requests shall be submitted no later than three (3) business days prior to the deadline for submitting qualification documents. Responses will be sent to the requesting supplier via the e-mail address from which the request was received, within three (3) calendar days from the date the request was received.
  10. The validity period of the competitive proposal shall be at least 60 calendar days.
  11. After the deadline for submitting documents, Participants shall not amend or supplement their documents.
  12. Documents shall be submitted in PDF format as an one archive (ZIP or RAR).
  13. Successful Participants in the prequalification process will be notified and invited to the next stage (commercial competition). Notification will be sent by e-mail specified in the questionnaire. Selected Participant shall submit a commercial proposal that includes the application price.
  14. Competitive proposals submitted by Participants after the specified deadlines shall not be accepted or considered.

KGC reserves the right to reject any application that does not meet the specified requirements. Submission of documents does not guarantee participation in the next stages of the procurement procedure.

The Client may extend the deadline for submitting qualification documents if any amendments have been made to this Invitation. In such a case, the Client shall notify Participants by posting the relevant information on the official website: https://www.kumtor.kg/ru/, where the announcement regarding this pre-qualification selection was originally posted.
