The lot shall not be split.

Submission format: The Commercial Proposal (Quotation) must be prepared on the bidder’s official letterhead and signed by a duly authorized representative authorized to sign bids and contractual obligations.

All documents, including the Commercial Proposal, must be submitted in signed PDF format.
Submission Procedure Participants shall submit their applications in Russian or English, in accordance with the requirements of this RFQ, with all required scanned documents attached, by email to:

zapros_hdpe2026@kumtor.kg (Copying other recipients is not permitted.)

Applications must be received no later than 13:00 (Bishkek Time, GMT+6) on 18 May 2026. Applications sent with other recipients in copy, or received after the specified deadline, will not be considered.
Requirements for the Commercial Proposal The Commercial Proposal must be valid for at least four (4) weeks from the submission date and must strictly include the following:

–       Date and reference number

–       Prices

–       Delivery lead time

–       Delivery terms: DAP/DDP – Balykchy, 9 Narynskoe Highway

–       Payment terms (In case of advance payment, the winning bidder shall provide a bank guarantee covering the advance payment amount, not less than the advance payment value)

–       Validity period of the Commercial Proposal

–       Company seal and signature of the duly authorized representative
Scanned copies of corporate documents shall be submitted by participants taking part in the Company’s RFQs for the first time, as well as by existing participants in case of any changes to previously submitted documents: –       Charter (Articles of Association)

–       Certificate / extract of state registration or re-registration

–       Tax registration certificate

–       Certificate from tax authorities confirming the absence of tax arrears

–       Financial statements for the last two (2) years or Unified Tax Declaration (as applicable)

–       Completed Questionnaire (Appendix No. 1)

–       Completed Supplier Details Form in Excel format (Appendix No. 2)

–       Documents confirm the authority of the person signing contracts on behalf of the organization (order, power of attorney, decision on appointment of the company head, etc.)
Evaluation criteria:

 

 The successful bidder will be the one offering the lowest price, provided that the offered goods fully comply with the technical specifications and offer optimal delivery timeframes.
The Customer reserves the right to accept or reject any or all quotations and to cancel the RFQ process at any time prior to contract award, without incurring any liability to the bidders who have submitted commercial proposals.
By submitting a quotation, the bidder hereby confirms full acceptance of all terms and conditions specified in the Company’s requirements. Each participant may submit only one (1) Commercial Proposal.

Amendments to Commercial Proposals during their validity period are not permitted.
In the event of an advance payment, the supplier must provide a bank guarantee in the amount of advance payment.
