PROVISION OF INTERNATIONAL TRANSPORT SERVICES FOR ANY TYPE OF CARGO AND DIFFERENT DESTINATIONS

Kumtor Gold Company CJSC invites to take part in a two-package bid with unlimited participation for the provision of international transport services for any type of cargo and different destinations.

Submission format: The application for participation and other documents must be signed by a person authorized to sign the application and obligations under the contract. The authority of the signatory must be confirmed by the power of attorney or certified copies of the relevant documents.
Procedure for submitting proposals

 

 Participants of the competition must submit an application for participation in Russian or English in accordance with the requirements of the competition, attach the necessary copies of documents and send them electronically to the KGC-Logistics2026@kumtor.kg email address  by April 23, 2026, 14:00 Bishkek time

The Terms of Reference are attached to this bid documentation.

The Participant undertakes to provide a commercial proposal containing the price of the application in accordance with the Terms of Reference provided by the Customer.
Important!! The size of the letter (offer) should not exceed 25MB.

If the size of attachments exceeds 25MB, then the bid application must be divided into parts and reflected in the subject line:

1. “Qualification and technical proposals (name of the participant)” Part 1.

2. “Qualification and technical proposals (name of the participant)” Part 2, and so on.

Given that links to download documents from cloud storage have an expiration date, it is undesirable to send documents by uploading them to cloud storages.

The bid of the participant must be divided into two sets of documents.

The first package of documents:

1. Qualification and technical proposals of the participant.

It is not allowed to display the value of the bid or any other data that will reveal the value of the bid. The bid application of the participant who has reflected the cost of its proposal in the first package of documents shall be rejected.

The second package of documents:

2. It is necessary to reflect in the subject of the letter:

“Bid Value (Bid Name)”

The content of the email must be encrypted with a password. The password will be requested from the participant if the participant passes the first stage of the assessment.

·         The price offer of the participant is filled out strictly in accordance with the form in Appendix #4 to the Invitation.

·         In the event that the bidder has sent a price proposal not in accordance with the form established in Appendix #4 to the Invitation, his application shall be rejected.

·         The winner is the participant who has offered the best conditions in terms of ratio, price/quality/terms of services, as well as who has submitted a bid application in accordance with the terms of the Terms of Reference.

·         The cost of work specified by the bidder shall include all expenses, including taxes, duties, fees and other payments levied in accordance with the legislation of the Kyrgyz Republic, and other costs for the fulfillment of contractual obligations, taking into account the period of service, related services specified in the Contract.
The application for participation must contain the following documents: Letter confirming interest in participating;
Declaration guaranteeing the bid application
A scanned copy of the certificate of registration of a legal entity;
A scanned copy of the document defining the main activity (Charter), as well as a scanned copy of the decision on appointment as a director;
Certificate of absence of arrears on tax payments and insurance premiums to state authorities as of the last reporting date.
Scanned copies of the original 2024-2025 financial statements:

·      Balance sheet;

·      Profit and loss statement;

·      Cash flow statement;

·      Statement of changes in equity.

·      Or the Single Tax Return for 2024-2025.
Evaluation criteria: ·         A proposal that meets all qualification requirements and provides a full package of requested documents will be recognized as selected.
A proposal indicating the topic: “International transportation services” should be sent by e-mail to KGC-Logistics2026@kumtor.kg  until April 23, 2026, 14:00 Bishkek time.
The Customer shall have the right to accept or reject any or all of the proposals, as well as to cancel the selection process at any time prior to the award of the Agreement, without incurring any obligations to the relevant participants.
The bid must be on official letterhead.
         Bids submitted by the Selection Participants later than the specified deadlines shall not be accepted and will not be considered.

By submitting his offer, the Participant thereby agrees to all the conditions specified in the requirements of the Company.

Each selection participant can submit only one bid.

The validity period of the bid shall be at least 60 calendar days.

It is not allowed to make changes to the bid bids during the term of validity of the bid proposal.
A selected participant is obliged to provide a guarantee of the performance of the contract in the form of a declaration before signing the contract.
For further information or clarification of the bid documents, the procuring entity should be contacted at the contact details: kgc.logistics@kumtor.kg, no later than 3 working days before the deadline for the submission of bids. The procuring entity shall not be held liable for any delay caused by circumstances beyond its control
