Submission format: The application form and other documents must be signed by a person authorised to sign the application and contractual obligations. Documents must be signed and submitted in PDF format (the price table must be duplicated in .xlsx format).
Procedure for submitting proposals: Participants must submit their application in Russian or English. Attach the necessary copies of documents and send them electronically to email: drilling_tools@kumtor.kg by 15:00 (Bishkek time, GMT+6) on 23 February 2026.

The list of goods to be purchased is attached to this bid documentation.
The application for participation must contain the following documents: Commercial offer taking into account:

∙ Delivery terms: shorter delivery times are given priority in the evaluation.

∙ Delivery conditions:

– DAP Balykchy (for non-residents) Kyrgyz Republic, Issyk-Kul Region, Balykchy Town, 9 Naryn Highway.

– ExW (for non-residents) in accordance with the supplier’s location specified in the commercial offer;

– DDP Balykchy (for residents) Kyrgyz Republic, Issyk-Kul Region, Balykchy Town, 9 Naryn Highway.

∙ Terms of payment – Terms of payment (In the case of an advance payment, the winning company is obliged to provide a bank guarantee for the payment of the advance payment in an amount not less than the advance payment confirmed by the purchasing organization’s bank via the SWIFT system).

∙ The term of the commercial offer should be not less than 30 days.
Assessment criteria: The proposal offering the lowest price and optimal delivery terms will be selected.
Proposals specifying the subject: Supply of drilling tools and accessories for mining operations should be sent by email to drilling_tools@kumtor.kg by 15:00 (Bishkek time, GMT+6) on 23 February 2026.
The customer has the right to accept or reject any or all proposals, as well as to cancel the selection process at any time prior to awarding the Contract, without incurring any obligations to the relevant participants.
Commercial proposals must be submitted on official letterhead.
Proposals submitted by participants in the selection process after the specified deadlines will not be accepted or considered.

By submitting a proposal, the participant thereby expresses their agreement to all the conditions specified in the Company’s requirements.

Each participant in the selection process may submit only one bid proposal.

The commercial offer should be valid for at least 30 calendar days.

No changes may be made to bid proposals during the period of validity of the bid proposal.
