CJSC “Kumtor Gold Company” invites you to participate in an open tender using a two-package method for the execution of research work titled: “Study of the physical and mechanical properties of rocks at the Kumtor deposit and justification of the limiting parameters, as well as geotechnical numerical modeling of the pit benches/slopes, and ensuring the geometry and configuration of the Kumtor mine waste dumps.”

Submission format: The tender bid and other documents must be signed by a person authorized to sign the bid and assume obligations under the contract. The documents must be stamped and submitted in PDF format. The signatory’s authority must be confirmed by the power of attorney or certified copies of the relevant documents.

Before preparing a tender bid, the participant must review the Instructions for the preparation of a tender bid (for Suppliers) (Appendix 1)

Bidders must submit their proposal for participation in Russian in accordance with the tender requirements, attach the necessary copies of documents, and send them electronically to the  installation_supervision_sumab_2025_2@kumtor.kg  email address not later than 15:00 hrs. (Bishkek time) on December 19, 2025.

The Terms of Reference are attached (Appendix 8).
The proposal for participation must contain the following documents: Letter confirming interest in participating in the tender, the application form is attached (Appendix 2).
Scanned copy of the certificate of registration of the legal entity.
Scanned copy of the document defining the main type of activity (Charter), as well as a scanned copy of the resolution on the appointment of the head.
Declaration of Good Faith, application form attached (Appendix 3).
Declaration guaranteeing the tender bid, the form attached (Appendix 4)
General requirements All works must consider the specifics of the operating mine and include recommendations addressing identified issues.
During the execution of the work, all technical solutions and special opinions must be agreed upon by the Contractor with the Customer.
The work must be carried out by qualified specialists in their respective fields, each with at least 5 years of relevant experience. The Contractor must provide a list of engaged personnel, indicating their education and experience, along with a record of previous studies they have conducted related to the development challenges of the Kumtor gold deposit.
Evaluation criteria: A proposal that meets all qualification requirements and provides the complete set of requested documents will be considered as having passed the first stage of the tender.
Procedure for submitting a financial proposal Stage 2: Financial part of the proposal:
  The financial/commercial proposal must be submitted in a password-protected archive the application form is attached (Appendix 7). The password will be provided upon request to the person responsible for this tender.                                                                                                                                                   The archive password must contain at least 8 characters, including 1 digit, 1 special character, and letters with at least one uppercase and one lowercase letter. The financial/commercial proposal, on the participant’s official letterhead, must be addressed to CJSC “Kumtor Gold Company” and must include the price, timelines for completion, and payment terms.                   Passwords will only be requested from participants who meet the qualification and technical requirements.
The participation proposal with the subject: “Study of the physical and mechanical properties of rocks at the Kumtor deposit and justification of the limiting parameters, as well as geotechnical numerical modeling of the pit benches/slopes, and ensuring the geometry and configuration of the Kumtor mine waste dumps” must be sent to the installation_supervision_sumab_2025_2@kumtor.kg email address no later than 15:00 (Bishkek time) on December 19, 2025.
The Customer reserves the right to accept or reject any or all proposals and to cancel the tender process at any time prior to the award of the Contract without incurring any obligations to the respective participants.
The participation proposal must be submitted on the official letterhead.
Proposals submitted by participants after the specified deadline will not be accepted or considered.

By submitting a proposal, the Participant thereby agrees to all conditions stated in the Company’s requirements.

Each participant may submit only one bid.

The validity period of the bid must be at least 40 calendar days.

No changes to the proposal are allowed during its validity period.

A draft service contract is provided for review. This draft is not final and will be subject to changes depending on the tender results (Appendix 6).
All questions regarding this tender and requests for clarification of the tender conditions must be sent by email to Aibek.Berdigulov@kumtor.kg no later than 3 calendar days before the final submission deadline.
The contract will be awarded to the participant whose commercial proposal meets the selection criteria and the Terms of Reference, has passed both the first and second stages, and offers the lowest price.
