Kumtor Gold Company CJSC invites interested parties to participate in an open two-package tender for the supply of mining equipment.
Lot 1 – multifunctional self-propelled machine:
Lot 2 – mining equipment for shotcreting.
Lot 3 – raise boring complex.
Lot 4 – mining equipment for charging development drill holes and boreholes.
| Submission format: | The application for participation and other documents shall be signed by a person authorized to sign applications and contractual obligations.
The documents shall be stamped and submitted in PDF format. The signatory’s authority shall be confirmed by the power of attorney or by certified copies of the relevant documents. |
| Procedure for submitting proposals:

Tender participants shall submit their applications in Russian in accordance with the tender requirements, attach the required copies of documents (if documents in other languages are attached to the proposal (copies of the requested documents), such documents shall be translated into the language of the tender documentation, and the translator’s signature shall be notarized), and send them electronically to heavymachinery2026@kumtor.kg no later than 3:00 pm (Bishkek time) on February 6, 2026.
Tender submissions sent to any other email address will not be considered. The Terms of Reference (hereinafter referred to as the TOR) are attached to this tender documentation. |
| Important!!! | One email (proposal) shall not exceed 25 MB.
If attachments exceed 25 MB, the tender submission shall be divided into parts, with each email’s subject line indicating its sequence as follows: 1. “Qualification and Technical Proposals (Participant’s name)” – Part 1. 2. “Qualification and Technical Proposals (Participant’s name)” – Part 2, and so on. Considering that download links from cloud storage services may expire, submitting documents via cloud storage is prohibited. The Participant’s tender submission shall be divided into two separate document packages. The first document package: 1. Participant’s Qualification and Technical Proposals. The first document package shall not contain the bid price or any other information that may disclose the cost of the proposal. Any tender submission in which the Participant discloses the bid price in the first document package shall be rejected. The second document package: 2. The subject line of the email shall indicate: “Cost of the proposal (Participant’s name)”. The Tender Participant shall complete, sign, and seal Appendix 4. The email content shall be password-protected. The password will be requested from the Participant if the Participant has passed the first stage of evaluation. |
| The application for participation shall include the following documents: | The Tender Participant shall complete, sign, and seal the tender bid/supplier’s proposal (form attached). |
| Experience in at least two (2) similar agreements. Supporting documents, such as copies of similar agreements for the amount not less than the amount of the tender bid/proposal, acceptance certificates, invoices, and references or recommendations from previous clients.
If the specified information is confidential for the supplier and not subject to disclosure, the Tender Participant shall sign and seal the qualification information (Appendix 6). |

| For residents of the Kyrgyz Republic – a scanned copy of the original certificate from the Social Fund and the State Tax Service confirming the absence of any outstanding debts shall be submitted.
For non-residents of the Kyrgyz Republic – in accordance with the requirements of the legislation of the country of residence. |

| Scanned copies of the 2023-2024 original financial statements:
· Accounting balance sheet. · Profit and loss statement. · Cash flow statement. · Changes in equity statement. Or the 2023-2024 unified tax declaration. |
|
| Copy of documents confirming the authority of the head, certified by the Participant (order on appointment of the head, extract from the minutes of the meeting of participants on appointment of the head, decision of the sole participant of the legal entity) shall be submitted.
If another person acts on behalf of the Participant – a duly certified copy of such power of attorney for the person authorized to sign contracts and other documents. |

| Written confirmation of no affiliation, along with information about their beneficial owners. Appendix 5. | |
| Scanned copy of the certificate of registration of a legal entity/individual entrepreneur. | |
| Scanned copy of the document defining the main type of activity (Charter or other relevant documents), if available. | |
| Completed appendices, duly signed by the authorized representative and affixed with the organization’s stamp, shall be submitted.
Forms containing cost information shall be included in the second document package along with the price quotation. |

| In case of participation of a dealer or distributor, authorization from the manufacturer shall be provided. | |
| Evaluation criteria: package 1. | A proposal that meets all qualification and technical requirements set out in the tender documentation will be considered successful. |
| Evaluation criteria: package 2. | The lowest estimated cost, considering the product’s life cycle. |
| The Client shall reserve the right to accept or reject any or all proposals, as well as to cancel the selection process at any time prior to the award of the Agreement, without incurring any obligations to the relevant participants. | |
| The Tender Proposal shall be submitted on the Supplier’s official letterhead. | |
| Tender proposals submitted by Participants after the specified deadlines shall not be accepted or considered.
By submitting the proposal, the Participant expressly agrees to all the terms and conditions specified in the Company’s requirements. Each Selection Participant can submit only one tender proposal. Validity period of the tender proposal shall be at least 60 calendar days. No amendments to Tender Proposals shall be permitted during the validity period of the proposal. |

| Before signing the agreement, the selected participant is required to provide a performance guarantee equal to 2% of the agreement amount, in cash, to the KGC account specified in Appendix 2. Alternatively, a bank guarantee of the same amount may be provided, which shall be advised by a correspondent bank located in the Kyrgyz Republic. | |
| In case of an advance payment, the winning company is required to provide a bank guarantee for the advance payment in an amount not less than the amount of the advance payment.
The bank guarantee shall be advised by a correspondent bank located in the Kyrgyz Republic. |

| All expenses related to the advising of bank guarantees shall be borne by the Supplier. | |
