PRE-QUALIFICATION PROCESS FOR A LIMITED-PARTICIPATION TENDER FOR UNDERGROUND MINING AND CONSTRUCTION AND INSTALLATION OPERATIONS IN THE KUMTOR UNDERGROUND MINE.

Kumtor Gold Company CJSC invites interested parties to participate in the pre-qualification process for a limited-participation tender for underground mining and construction and installation operations in the Kumtor Underground Mine.

Submission format: The application for the pre-qualification process and other documents shall be signed by a person authorized to sign applications and contractual obligations (power of attorney). The documents shall be stamped and submitted in PDF format. The signatory’s authority shall be confirmed by the power of attorney or by certified copies of the relevant documents.
Procedure for submitting proposals:

 

 Tender participants shall submit their proposals for participation in Russian in accordance with the tender requirements, attach the required copies of documents, and send them electronically to Underground-2026@kumtor.kg no later than 3:00 pm on January 30, 2026.

The Terms of Reference will be provided only to those participants who have successfully passed the pre-qualification process based on a duly signed Confidentiality Agreement.
The proposal for participation shall include the following documents: Letter confirming interest in participating in the pre-qualification process.
Overall experience in the mining sector of at least 5 years.
1.      The Contractor shall have experience of operation at similar facilities, performing capital mining, preparatory, and cut-and-fill operations, as well as mining operations using the “Underhand Cut and Backfill” method or similar method (to be confirmed by copies of agreements and completion certificates, as well as photos and videos of operational sites and completed projects).

2.      The contractor must have all necessary permits and/or licenses of the Kyrgyz Republic to conduct mining operations (this requirement applies only to local participants/participants who have local representative offices. Foreign participants must provide a letter of guarantee that the participant will obtain a local license before commencing work).

3.      Availability of qualified, duly certified workers and engineering and technical staff with the relevant education, comprising the following engineering and technical positions:

·       Chief Engineer

·       Deputy Chief Engineer

·       Mine Foreman

·       Deputy Mine Foreman

·       Mechanic

·       Power Engineer

·       Planning Engineer

·       Electrical Equipment Repair and Maintenance Engineer

·       Occupational Safety & Health Engineer

·       Surveyor

4.      Availability of specialized underground mining equipment.

·    Mobile (self-propelled) drilling rigs for development of underground workings.

·    Load-haul-dump (LHD) trucks.

·    Underground haul trucks.

·    Underground shotcrete machine.

·    Underground scissor lift.
Scanned copy of the certificate of registration of a legal entity.
Scanned copy of the document defining the main type of activity (the Charter), as well as scanned copy of the decision on appointment as the head.
Certificate of absence of arrears in tax payments and insurance contributions to government agencies as of the last reporting date.
Scanned copies of the 2023-2024 original financial statements:

·       Accounting balance sheet.

·       Profit and loss statement.

·       Cash flow statement.

·       Changes in equity statement.

·       Or the 2023-2024 unified tax declaration.
Evaluation criteria: A proposal will be considered as having passed the pre-qualification process, if it fully complies with all qualification requirements and includes the complete package of requested documents.
Tender Proposal with the subject line indicating: “Underground mining and construction and installation operations in the Kumtor Underground Mine” shall be sent electronically to Underground-2026@kumtor.kg no later than 3:00 pm on January 30, 2026.
The Client shall reserve the right to accept or reject any or all proposals, as well as to cancel the selection process at any time prior to the award of the Agreement, without incurring any obligations to the relevant participants.
The Tender Proposal shall be submitted on official letterhead.
The Tender Proposal submitted by Participants after the specified deadlines shall not be accepted or considered.

By submitting the proposal, the Participant expressly agrees to all the terms and conditions specified in the Company’s requirements.

Each Pre-Qualification Participant can submit only one Tender Proposal.

Validity period of the Tender Proposal shall be at least 60 calendar days.

No amendments to Tender Proposals shall be permitted during the validity period of the proposal.

When submitting the Tender Proposal and documentation in foreign languages, a notarized copy in Russian is required.
