DEADLINE FOR SUBMITTING APPLICATIONS: 14:00 (Bishkek time) on 21 November 2025
“Kumtor Gold Company” CJSC, located at 24 Ibraimov Street, Bishkek, hereby invites all interested parties to participate in an open two-envelope tender for the design, supply, and construction of two three-storey prefabricated modular residential buildings at the Kumtor mine in accordance with the requirements of the Technical Specification.
Tender participants must submit their tender proposals electronically, completing the relevant forms and attaching the required documentation no later than 11:00 on 28 November 2025.
The tender proposal must be submitted together with tender security in the form of a declaration guaranteeing the tender proposal.
The tender proposal shall remain valid for a period of 60 calendar days. For additional information or clarification of the tender documentation, please send a written request to: Gulnur.Shirdakova@kumtor.kg no later than 12:00 p.m. on 25 November 2025, i.e., 3 business days before the deadline for submission of tender proposals. The Procuring Entity shall not be held responsible for any delay caused by circumstances beyond its control.
| Submission format: | The tender proposal and other documents must be signed by a person authorized to sign the proposal and contractual obligations. The documents must bear the company seal and be submitted in PDF format. The signatory’s authority must be confirmed by a power of attorney or certified copies of the relevant documents.
Before preparing the tender proposal, the participant must review the “Instructions for Preparing the Tender Proposal (for Suppliers)” (Appendix 1). The tender is conducted in two stages, and two separate emails must be prepared for each stage. Qualification documents and the financial proposal must be submitted simultaneously, but in separate emails: The first email (for Stage One) is submitted with documents substantiating the qualification and technical parts. Subject line: “Qualification Documents _ modular blocks”; The second email (for Stage Two) is submitted with the financial proposal. Subject line: “Financial Proposal _ modular blocks”. |
| Stage 1: Qualification and Technical Part | |
| Procedure for submitting qualification and technical proposals | Participants must submit their proposal to participate in Kyrgyz and/or Russian and/or English in accordance with the tender requirements, attach the necessary copies of documents, and send them electronically to lager@kumtor.kg by 11:00 (Bishkek time) on 21 November 2025.
The Technical Specification is attached (Appendix 8). To obtain the outline drawings, interested participants must provide a completed and signed Non-Disclosure Agreement. The agreement form is attached (Appendix 9). |
| The participation proposal must include the following documents: | A letter confirming the company’s interest in participating in the tender; the application form is attached (Appendix 2). |
| A scanned copy of the certificate of registration of the legal entity. | |
| A scanned copy of the document defining the main type of activity (Charter/Articles of Association), as well as a scanned copy of the resolution appointing the head of the organization. | |
| A certificate confirming the absence of tax and social contribution arrears to government authorities as of the latest reporting date. | |
| Scanned copies of the original financial statements for 2023–2024:
· Balance Sheet; · Profit and Loss Statement; · Cash Flow Statement; · Statement of Changes in Equity; · Or the Unified tax declaration for 2023–2024. |

| Appropriate licenses | |
| Work execution plan and project schedule, indicating the number of personnel per day and information on timelines for each scope of work. | |
| Quality certificates valid within the territory of the Kyrgyz Republic for all materials used. | |
| The Contractor-Manufacturer must provide product passports, manufacturer’s certificates for materials and equipment used, and for materials subject to mandatory certification, certificates of conformity valid within the territory of the Kyrgyz Republic. | |
| Qualification Requirements: | Minimum three years of experience in performing construction and installation works as a contracting organization. |
| Experience in implementing at least two projects comparable in volume and type of structures to the project being tendered. | |
| Availability of a surveyor to carry out construction and installation works in accordance with the project documentation (supporting documents must be provided). | |
| Availability of a certified project manager (site manager, foreman) with at least five years of experience in construction and implementation of at least two comparable projects in terms of volume and type of structures (supporting documents must be provided). | |
| Availability of certified welders with special certificates authorizing welding operations (supporting documents must be provided). | |
| The Contractor’s engineering and technical personnel performing the works under this Technical Specification must be provided with passenger transport at the Contractor’s expense for the entire period of construction and installation works (supporting documents must be provided). | |
| Guarantees | The warranty period for the quality of the completed works under the Contract must be at least 12 months.
The warranty period for components and materials used during the works must comply with the manufacturer’s warranty documentation. The warranty period begins from the date the commissioning certificate is signed. |
| Equipment Requirements | The Contractor shall provide the necessary equipment and tools required for the construction works (welding machines, compressors, etc.) (supporting documents must be provided). |
| The Contractor must have the required material and technical base necessary for performing the works specified in this Technical Specification (supporting documents must be provided). | |
| Modular blocks must comply with thermal insulation and soundproofing standards. The Contractor must provide product passports and certificates confirming their compliance. | |
| Linoleum must have a fire safety certificate (supporting documents must be provided). | |
| Evaluation Criteria for Stage One: | A proposal will be deemed to have passed Stage One if it meets all qualification and technical requirements and provides the full set of requested documents.
Participants are required to provide all documents necessary to confirm qualification and technical data in accordance with the Technical Specification. |
| Procedure for Submitting the Financial Proposal | Stage 2: Financial Part of the Proposal: |
| The financial/commercial proposal must be submitted in a separate email in a password-protected archive; the proposal form is attached (Appendix 7). The password shall be provided upon request to the responsible person for this tender.
The password for the archive must contain at least 8 characters and must include at least 1 digit, 1 symbol, and both uppercase and lowercase letters. The financial/commercial proposal must be prepared on the participant’s official letterhead and addressed to “Kumtor Gold Company” CJSC, indicating the price, work completion timeframe, and payment terms. Passwords will only be requested from participants who meet the qualification and technical requirements. If the financial/commercial proposal is submitted without a password, or together with qualification documents in the same email, the procuring organization’s tender committee shall not be responsible for maintaining the confidentiality of the information. |

| Pricing Requirements | The cost estimate must be calculated based on the Working Project documentation.
The cost estimate for construction and installation works must be calculated in accordance with KRER-2015, taking into account indexation and the conditions of the work site (GOSSTROY pricing), currently in effect in the Kyrgyz Republic, or based on market prices. |

| The Customer reserves the right to accept or reject any or all proposals, as well as cancel the tender process at any time prior to awarding the Contract, without incurring any obligations to the participants concerned. | |
| The proposal must be submitted on the participant’s official letterhead. | |
| Proposals submitted after the deadline will not be accepted or considered.
By submitting a proposal, the Participant confirms agreement to all conditions specified in the Company’s requirements. Each participant may submit only one tender proposal. The validity period of the tender proposal must be at least 60 calendar days. No changes to the tender proposal are allowed during its validity period. A draft service agreement is provided for review (Appendix 6). This draft is not final and may be amended based on the tender outcome. |

| The Contract will be awarded to the participant whose commercial proposal meets the selection criteria and the Technical Specification, who has passed both stages, and who offers the lowest total cost. | |
