PRE-QUALIFICATION SELECTION FOR DESIGN AND CONSTRUCTION WORKS ON THE PRINCIPLE OF AN EPC CONTRACT (INCLUDING DESIGN, SUPPLY OF EQUIPMENT, CONSTRUCTION AND INSTALLATION WORKS AND BRINGING TO DESIGN INDICATORS)

The Terms of Reference and other necessary documents are provided on the basis of the signed NDA (the form of the agreement is attached).

The participant undertakes to provide a commercial proposal containing the price of the application and other necessary documents for the performance of design and construction work on the principle of an EPC contract (in case of passing the qualification selection and signing an NDA).

• relevant permits, licenses for construction design and construction (not lower than I level of responsibility), construction and installation works (not lower than I level of responsibility), qualification certificates and diplomas of specialists involved in the provision of services (these documents must be submitted in a scanned version);

• reference list of participation in the implemented projects of mining facilities on the principle of EPC contract (attach copies of supporting documents on the work performed) for the last 10 years.

• information on the availability of the resource base (with at least 5 years of experience in the areas of designers, builders, installers, power engineers, programmers, economists and other specialists, office equipment, necessary software, etc.).

• Recommendations, feedback from Customers.

• Balance sheet.

• Profit and loss statement.

• Cash flow statement.

• Statement of capital flows.

• Single tax return.

• relevant permits, licenses for construction design and construction, for construction and installation works, qualification certificates and diplomas of specialists involved in the provision of services (these documents must be submitted in duly certified scanned copies).

• reference list of participation in the implemented projects of mining facilities on the principle of EPC contract (attach copies of supporting documents on the work performed) for the last 10 years.

• information on the availability of the resource base (with at least 5 years of experience in the areas of designers, builders, installers, power engineers, programmers, economists and other specialists, office equipment, necessary software, etc.).

By submitting his proposal, the Participant thereby agrees to all the conditions specified in the requirements of the Company.

Each selection participant can submit only one proposal.

The validity period of the proposal shall be at least 60 calendar days.

It is not allowed to make changes to the competitive proposal during the term of validity of the competitive proposal.

To implement this project, KGC is looking for a Contractor for design and construction work on the principle of an EPC contract (including design, supply of building materials and equipment, construction and installation work and bringing to design indicators).

• The Contractor must have the appropriate licenses for construction design and construction, for construction and installation works and certified specialists. In the absence of a license for certain types of work, the Contractor involved (under the consortium agreement) must have:

• license of the required level.

• certified specialists.

• Practical experience in design and construction, supply, and installation of technological equipment for mining facilities (the portfolio includes successfully implemented engineering projects for design and construction over the past 10 years).

• Availability of a resource base (with at least 5 years of experience in the areas of designers, builders, installers, power engineers, programmers, economists and other specialists, office equipment, necessary software, etc.).

• Provision of supporting documents.

• Duration of work:

• Confirmatory research and design work for no more than 8 months.

• Construction and installation work for no more than 1.5 years.

• Commissioning and bringing to the design indicators no more than 8 months.

• To speed up the work, work is carried out in parallel as much as possible.

• The end of the services is the fulfillment of all obligations by the Contractor of the terms of the contract.

•          Report of the “KyrgyzGIIZ” OJSC on engineering surveys at the facility: “Engineering and geological surveys at the area of production and infrastructure facilities of the Kumtor mine Mill Historical Tailings Processing Complex.”

•          Report of the KGC Exploration Department on “Assessment of the resources of the Kumtor Tailings Storage Facility (as of 01.01.2022).

•          Report of the “Blue Coast Research” (BCR) on metallurgical studies conducted on KGC Mill historical tailings samples.

•          Report of the “Metso Outotek” on the results of metallurgical studies of KGC Mill historical tailings samples.

•          Report of the “Zi Jin” design company on the research carried out on KGC Mill historical tailings samples.

•          Technological regulations and feasibility studies developed by the “Zi Jin;” design and engineering company.

•          Other documentation and materials are provided, if necessary, at a separate request of the Contractor.

•          Draft requests, applications for obtaining technical specifications shall be provided by the Contractor.

•          The Customer shall have the right to accept or reject any or all proposals, as well as to cancel the selection process at any time prior to the award of the Contract, without incurring any obligations to the relevant participants.

•          A letter of interest in participating must be on official letterhead.

•          Requests for clarification of the selection conditions must be sent 3 calendar days before the deadline for submission of the proposal.
