“Kumtor Gold Company” Closed Joint-Stock Company, located at 24 Ibraimov Street, Bishkek, hereby invites all interested parties to participate in an open two-envelope tender for the procurement of for assessing the Kumtor Mill Tailings Storage Facility Soil Dam seismic stability, in accordance with the requirements of the Technical Specifications.
Tender participants must submit their tender proposals electronically by completing the relevant forms and attaching the required documentation no later than 17:00 on 16 February 2026.
The tender proposal must be submitted together with a bid security in the form of a declaration guaranteeing the tender proposal.
The tender proposal must remain valid for 60 calendar days.
For additional information or clarification of the tender documentation, a request should be sent to: Gulnur.Shirdakova@kumtor.kg no later than 12:00 on 11 February 2026, i.e., 3 business days before the deadline for submission of tender proposals. The procuring organization shall not be held responsible for any delays caused by circumstances beyond its control.
| Submission Format: | The tender proposal and other documents must be signed by a person authorized to sign the proposal and to assume contractual obligations. The documents must be stamped and submitted in PDF format. The signatory’s authority must be confirmed by a power of attorney or by certified copies of the relevant documents.
Before preparing the tender proposal, the participant must review the Instructions for Preparing a Tender Proposal (for suppliers) (Appendix 1). The tender is conducted in two stages, and for each stage, two separate emails must be submitted. The qualification documents and financial proposal must be submitted simultaneously, but in separate emails: The first email (for Stage One) must contain documents confirming the qualification and technical part. The subject line must read: “Qualification Documents”; The second email (for Stage Two) must contain the financial proposal. The subject line must read: “Financial Proposal”. |
| Proposal Submission Procedure | Participants must submit their tender proposal in Russian and/or English in accordance with the tender requirements, attach the necessary copies of documents, and send them electronically to the email address: damba2026@kumtor.kg no later than 17:00 (Bishkek time) on 16 February 2026.

Stage One: Qualification and Technical Part |

| The proposal must include the following documents: | A letter confirming the intention to participate in the tender (application form attached – Appendix 2); |
| A scanned copy of the certificate of registration of the legal entity; | |
| A scanned copy of the document defining the principal activity (Articles of Association), as well as a scanned copy of the decision on the appointment of the director; | |
| For residents of the Kyrgyz Republic:
Scanned copies of the original financial statements for 2023–2024: · Balance sheet; · Profit and loss statement; · Cash flow statement; · Statement of changes in equity; · Or Unified Tax Return for 2023-2024. For non-residents: Document confirming financial stability for 2023-2045. |

| The participant must be a legal entity authorized to perform engineering calculations and design work in the field of hydraulic engineering. | |

• 3 projects on calculating the seismic stability of earth dams or tailing ponds; • 1 project using nonlinear dynamic analysis. |

| A work schedule, indicating the number of personnel for each day and information on the deadlines for each scope of work. | |
| The participant must have experience in performing work on hydraulic structures classified as high or increased responsibility in accordance with national or international classifications (Class I–II according to KR standards or High/Very High/Extreme Consequence according to international standards). | |
| The participant is required to submit the following supporting documents:
• A list of similar projects completed (indicating the customer, year, and brief description); • Resumes of key specialists; • Examples of reports (in anonymized form); • Proof of ownership of licensed FLAC software; • Declaration of absence of conflict of interest. |

| Requirements for key specialists | Project Manager
• At least 3 completed projects in seismic analysis of dams; • Experience working with international standards (ICOLD, GISTM, CDA, ANCOLD — if available). |
| Lead Specialist in Dynamic Modeling
• At least 5 years of experience working with nonlinear dynamic analysis; • Proven experience working with FLAC 2D; • Experience calibrating UBCHYST, PM4Silt, and similar cyclic soil models; • Publications or technical reports on dynamic analysis are welcome. |

| Seismic Engineer
• Experience in selecting and scaling accelerograms; • Experience in performing probabilistic or deterministic seismic hazard analysis (PSHA/DSHA) with the development of design response spectra and selection of accelerograms for site-specific ground motion analysis. • Experience working with “maximum design earthquake” levels (recurrence interval of 1 in 5000 years) |

| First stage evaluation criteria: | A proposal will be deemed to have passed Stage One if it meets all qualification requirements and provides the complete set of requested documents.
Participants in the selection process are required to provide all documents necessary to confirm their qualifications and technical data in accordance with the technical specifications. |

| References and feedback on performance under previous contracts; | The financial/commercial proposal must be submitted in a password-protected archive (application form attached – Appendix 7). The password is provided upon request to the responsible person for this tender.
The password for the archive must contain at least 6 characters. The financial/commercial proposal must be issued on the official letterhead of the participant and addressed to “Kumtor Gold Company” Closed Joint-Stock Company, indicating the cost, timeline for the provision of services, and payment terms. Passwords will be requested only from those participants who meet the qualification and technical requirements. If the financial/commercial proposal is submitted without a password or together in the same email with qualification documents, the tender committee of the procuring organization shall not be responsible for maintaining the confidentiality of the information. |

| The Client reserves the right to accept or reject any or all proposals, as well as to cancel the tender at any time prior to the contract award, without incurring any obligations to the tender participants. | |
| The participation proposal must be provided on the official letterhead of the participant. | |
| Participation proposals submitted by the tender participants after the deadlines specified will not be accepted or considered.
By submitting their proposal, the participant thereby confirms acceptance of all conditions specified in the Company’s requirements. Each participant may submit only one tender proposal. The validity period of the tender proposal must be at least 60 calendar days. No changes to the participation proposal are permitted during its validity period. For review purposes, a draft service agreement is provided. This draft agreement is not final and may be modified based on the tender results (Appendix 6). |
