SUPPLY OF MINING EQUIPMENT

“Kumtor Gold Company” Closed Joint-Stock Company invites you to participate in an open two-package tender for the supply of mining equipment.

Lot 1 – Multifunctional LHD vehicle:

  • Fuel refueling cassette;
  • Personnel transportation cassette;
  • Lubricants refueling cassette.

Lot 2 – Shotcreting mining equipment;

Lot 3 – Raise boring complex;

Lot 4 – Mining equipment for charging development blast holes and boreholes.

 

Submission Format: The application to participate and other documents must be signed by a person authorized to sign the application and contractual obligations.

Documents must be stamped and submitted in PDF format.

The authority of the signatory must be confirmed by a power of attorney or certified copies of the relevant documents.
Procedure for proposal submission Participants must submit their application to participate in the tender in Russian, in accordance with the tender requirements, attach the required copies of documents, and send them electronically to the email address: mining_equipment@kumtor.kg no later than 14:00 (Bishkek time) on 12 November 2025.

Technical Specifications (hereinafter – TS) are attached to this tender documentation.
Important!!! The size of the email (proposal) must not exceed 25 MB.

If the size of the attachments exceeds 25 MB, the tender application must be divided into parts and reflected in the subject line of each email as follows:

1. “Qualification and Technical Proposals (Participant Name)” Part 1

2. “Qualification and Technical Proposals (Participant Name)” Part 2 and so on.

Considering that cloud storage download links may expire, submission of documents via cloud storage is not recommended.

The participant’s tender application must be divided into two document packages.

First package of documents:

1. Qualification and technical proposals of the participant.

Cost information or any data that may reveal the proposal price must not be included.

A tender application that discloses price information in the first document package will be rejected.

Second package of documents:

2. The subject line must state:

“Price Proposal (Participant Name)”

The contents of the email must be encrypted with a password.

The password will be requested from the participant if they successfully pass the first stage of evaluation.
The application to participate must contain the following documents: A letter confirming interest in participation.
Proof of experience in performing at least two (2) similar contracts. Provide supporting documents: similar contracts in an amount not less than the amount of the tender proposal, acceptance certificates, invoices, references, and recommendation letters from previous clients.
For residents of the Kyrgyz Republic – a scanned copy of the original certificate from the Social Fund confirming the absence of arrears.

For non-residents – in accordance with the requirements of the legislation of the participant’s country of residence.
Scanned copies of the original financial statements for 2023–2024:

•         Balance Sheet;

•         Profit and Loss Statement;

•         Cash Flow Statement;

•         Statement of Changes in Equity;

Or a Unified Tax Declaration for 2023–2024.
A certified copy of documents confirming the authority of the company’s director (order of appointment, extract from the minutes of the shareholders’ meeting on the appointment of the director, or the decision of the sole participant of the legal entity).

If another person acts on behalf of the Participant – a duly certified copy of the power of attorney authorizing this person to sign contracts and other documents.
A written confirmation of the absence of affiliation, as well as information about the beneficial owners. Appendix 5
A scanned copy of the certificate of registration of the legal entity/individual entrepreneur.
A scanned copy of the document defining the main type of activity (Charter or other documents), if available.
Provide completed annexes, properly executed — signed by an authorized representative and stamped by the organization. Forms containing pricing information must be included in the second package of documents together with the financial proposal.
In the case of participation by a dealer or distributor — authorization from the manufacturer.
Evaluation Criteria: Package 1. A proposal will be considered as having passed the selection if it meets all qualification and technical requirements.
Evaluation Criteria: Package 2. The lowest evaluated cost, taking into account the life cycle of the product.
The Customer reserves the right to accept or reject any or all proposals, as well as to cancel the selection process at any time before the Contract is awarded, without bearing any obligations to the respective participants.
The tender proposal must be submitted on the official letterhead of the Participant.
Tender proposals submitted after the specified deadlines will not be accepted or considered.

By submitting its proposal, the Participant thereby expresses its agreement with all conditions stated in the Company’s requirements.

Each participant may submit only one tender proposal.

The tender proposal must remain valid for not less than 60 calendar days.

No changes to the tender proposal are allowed during the period of its validity.
The participant selected for award must, prior to signing the Contract, provide a Performance Guarantee in the amount of 2% of the contract value, in cash to the KGC account specified in Appendix 2.
In the event of an advance payment, the winning company must provide a bank guarantee for the advance payment in the amount not less than the advance payment, confirmed via SWIFT by the bank of the procuring organization.

Requests for clarification of tender conditions must be submitted no later than 3 calendar days before the final deadline for submission of proposals.
